A low-duty licensing hub that demands real substance: a Manx company, two resident directors, an approved Designated Official and Island servers, for a banded 1.5% to 0.1% gambling duty and a licence of up to five years.

Product by product

Every online licence goes to a Manx company limited by shares, with at least two resident directors and servers on the Island (software-only suppliers excepted).

Is the Gambling Legislation (Amendment) Bill 2025 in force yet?

The Bill was signed by a quorum of each branch of Tynwald on 21 July 2026. As of 26 October 2026 Tynwald's Bills page prints no Royal Assent date, legislation.gov.im lists no commencement order, and the GSC's 21 September 2026 notice expected commencement no later than 20 October 2026, a date that has passed. It would add a fit and proper standard for directors, beneficial owners and senior managers, directions powers including wind-down directions, a surrender regime needing GSC approval, and a public register of current and former licence holders.

Gambling tax: 1.5% of GGR

Detail

Gambling duty is separate from the fixed annual licence fee (GBP 36,750 for a Full licence). It is accounted for monthly, with the return and payment due by the 15th day after each month.

The standard company income tax rate is 0%, and online gambling is not one of the higher-rate classes. A 15% Pillar 2 Domestic Top-up Tax applies to groups with consolidated revenue above EUR 750 million for fiscal years commencing on or after 1 January 2025, with first returns due 31 March 2027 for groups with a 31 December year end.

Which foreign licences the Isle of Man accepts

The Isle of Man does not recognise this foreign licence.

BlockedOther jurisdictions (general)

A foreign licence does not replace an Isle of Man licence for gambling conducted from the Island, and a foreign supplier licence is not recognised. One route exists: an overseas operator may let its players play under an Isle of Man operator's Network Services licence, by arrangement, without an Isle of Man licence of its own.

Compared on what our records hold for each country: whether online casino, betting, poker and lottery are licensed, state-run or banned, the licensing model, what the operator tax is levied on and its band, how most advertising channels are treated, and how foreign licences are treated. A point we hold for only one of the two countries counts for nothing.
