Online casinos, online poker and betting with any private bookmaker are illegal in Japan, for the operator and for you. The National Police Agency says playing is a crime even if the site holds a licence abroad, and in 2025 police recorded 165 online gambling cases involving 317 people. The only lawful online betting is on the official sites of horse racing (JRA and local racing), bicycle, motorboat and auto racing, the takarakuji lotteries and the toto sports lottery, sometimes through sellers those bodies have contracted.

Gambling in Japan: what you need to know

Since September 2025 it is also unlawful to present or guide people to illegal gambling sites, though that rule has no penalty of its own. Ages: 20 for racing and for the casino, 19 for toto, 18 for pachinko; takarakuji has no legal minimum, but its official site asks for 20 for online membership. Race winnings are taxed as occasional income after a JPY 500,000 deduction, with only half of the result counted; takarakuji and toto prizes are tax-free. Real casinos are not open yet: the first, in Osaka, is targeted for around autumn 2030.

Upcoming law change
Japan has no power to make internet providers block offshore casino sites. A government study group left the option open on 22 July 2026 and said a new law would be needed; no bill has been tabled. The first legal casino, in Osaka, is targeted to open around autumn 2030, and a second round of applications for further casino areas runs from May to November 2027.

Shadow market context

Offshore online casinos are a crime, and the police pursue players, affiliates and payment agents

Online casino is a crime under Penal Code arts. 185 and 186 and no operator can be licensed, yet foreign-licensed operators serve players in Japan (National Police Agency). The authorities' answer is enforcement, not blocking. In 2025 police recorded 165 online gambling cases and 317 persons, including 8 cases and 25 persons that were operators, payment agents or affiliates; video-site promoters and the operators of an introduction site were arrested for habitual gambling or aiding it, and payment agents were arrested under the Organised Crime Punishment Act. Basic Act art. 9-2 (since 25 September 2025) bars presenting or guiding people to illegal sites and carries no penalty of its own. Japan has no power to order internet providers to block sites: the study group of 22 July 2026 said a law would be needed, and found access to the main sites largely unchanged, although their apps could no longer be downloaded on iOS and Android. Japan has also asked foreign governments by diplomatic note to act, and in May 2025 asked banks, crypto-asset exchangers, fund transfer providers and prepaid issuers to take payment measures. Some foreign operators' groups still run Japanese-language affiliate programmes (operator statement, March 2026). No turnover figure for the offshore market was found.

Minimum age: 20

Online casino: Not available: online casino is a crime (land-based casino: 20). Sports betting: 20 (racing); 19 (toto). Lottery: No statutory minimum for takarakuji (official site asks for 20 for online membership); 19 for toto. 20 for racing and the casino, 19 for toto, 18 for pachinko; takarakuji has no statutory minimum, but its official site asks for 20 for online membership.

Tax on winnings: taxable

Race winnings are taxable as occasional income (miscellaneous income for systematic buyers); takarakuji and toto prizes are tax-free

Takarakuji prizes and toto/BIG sports lottery prizes carry no income tax by statute. Horse and bicycle race payouts are occasional income: your year's total receipts minus the money directly spent to obtain them, minus a special deduction of JPY 500,000; only half of the balance is added to your other income and taxed in the ordinary way. For an ordinary racing fan, losing tickets are not deductible. If you buy continuously and aim at a profit over the year, the payouts count as miscellaneous income instead: losing tickets are then expenses, but there is no JPY 500,000 deduction and no one-half rule (Supreme Court, 10 March 2015). You declare the income yourself; the track, the JRA and the lotteries do not withhold. Residents are taxed on income from Japan or abroad, a non-resident only on Japan-source income; whether a non-resident's race payout counts as Japan-source income is not confirmed. No tax rule names casino winnings and no casino is open yet, so their treatment is not confirmed.

How to check a site is licensed in Japan

No operator holds an active online licence in Japan as of 13 Oct 2026.

No private operator holds a licence here, so a private site taking deposits from players in Japan is not licensed locally, whatever licence it shows from elsewhere.

Casino Regulatory Commission (casinos); ministries for public sports and lotteries's website

If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.

Red flags: how to spot an unlicensed site

  • Only Use the Official Sites of the Public Bodies

Lawful online betting is on the official sites of the statutory bodies: the JRA and local racing organisers, the bicycle, motorboat and auto racing organisers, the takarakuji official site and the toto official site, sometimes through sellers those bodies have contracted. Any site offering online slots, roulette or poker is an illegal online casino.

  • Check Who Is Behind the Site

The official lottery sites are not all on a .go.jp address (the takarakuji site is takarakuji-official.jp and toto is toto-dream.com), so check that the site is the one a statutory body names as its own, not that it ends in .go.jp.

  • Expect Own-Name Bank Accounts or Cards

The lawful sites take payment from your own name: JRA members bet from a designated bank account, takarakuji members need an own-name card and savings account, and toto takes cards, a named bank account or convenience-store payment. None of the sites read lists crypto-assets.

  • Treat Affiliate Links, Social Posts and Ads for Online Casinos as Illegal Gambling

Since 25 September 2025 it is unlawful to present illegal online gambling sites to people in Japan or to guide them there, and the National Police Agency lists links, recommendation-list sites and recruiting posts as prohibited. Police have arrested promoters and affiliates for aiding habitual gambling.

Can you self-exclude in Japan?

  • Player penalty: Up to JPY 500,000. Fine for gambling at an overseas online casino (Penal Code art. 185); habitual gambling up to 3 years ↗
  • Casino entry limit: 3 in 7 days. Also 10 in 28 days, counted across all casinos (land-based; none open) ↗
  • Casino entry fee: JPY 3,000 + 3,000. State plus local government for each 24-hour period, re-entry within 24 hours free; not charged to foreign visitors with no home in Japan (land-based; none open) ↗

Self-exclusion scheme

No national register. Casino (land-based, none open): each operator must run its own exclusion at the request of the person or their family (at least one year), and the Casino Regulatory Commission keeps a national visit-count record that every operator must check (3 entries in 7 days, 10 in 28 days). Public sports: each body runs its own programme (the JRA covers its racecourses and WINS outlets and can suspend telephone and internet betting). Pachinko (land-based): an industry programme applies to the hall where the person applies.

Set your limits before you play. If gambling stops being fun, stop and talk to someone.

Complaints and disputes in Japan

  1. 1

    1. Contact the Official Operator

For a dispute over a lawful bet, start with the official operating body, such as the Japan Racing Association, which publishes an information desk. Land-based casino operators will be required to run a complaints window and keep complaint records for three years, but no casino is open yet.

  2. 2

    2. Consumer and Counselling Routes

No gambling-specific complaint route to the Casino Regulatory Commission is described: its contact page offers a general opinion form and whistleblowing windows. The Consumer Hotline 188 connects to the local consumer centre, and the Basic Act directs the State and local governments to build counselling through mental health and welfare centres, consumer centres and the Japan Legal Support Center.

  3. 3

    3. Legal Action

The regulator cannot order repayment to players, and no independent ADR provider is required. Players of illegal online casinos have no regulator to turn to; an offshore operator's own dispute body is a private promise by a foreign operator, not Japanese law.

Common myths about gambling in Japan

  • Myth
Playing on an online casino is safe if the site is licensed in another country, such as Curaçao.
    Reality

False. The National Police Agency says that playing from Japan is a crime even if the casino is lawful in its own country, and even for free versions and free bonus points. In 2025 police recorded 165 online gambling cases and 317 people; in the 158 home-access cases, 150 cases and 196 people were players. A player faces a fine of up to JPY 500,000, and a habitual player up to 3 years' imprisonment.

  • Myth
Paying through an agent or in cryptocurrency makes online gambling safe.
    Reality

False. Payment agents have been arrested, including two in an Osaka police case in February 2025, and in May 2025 banks, crypto-asset exchangers and fund transfer providers were asked to take measures against payments to online casinos. The gambling itself stays a crime however it is paid for.

  • Myth
Gambling winnings are not taxed in Japan.
    Reality

True only for official takarakuji lottery and toto/BIG sports lottery prizes, which are tax-free. Horse and bicycle race payouts are occasional income: winnings minus the money spent to win them minus a JPY 500,000 special deduction, with half of the balance taxed.

  • Myth
Japan blocks foreign casino sites, so a site you can open must be legal.
    Reality

False. Japan has no power to order internet providers to block sites, and a government study group said on 22 July 2026 that blocking would need a law. A site that opens is not a lawful one: the police say online casino play from Japan is a crime.

Frequently asked questions about gambling in Japan

Are gambling winnings taxed in Japan?

It depends on the product. Takarakuji (the official lotteries) and toto/BIG sports lottery prizes are tax-free. Horse and bicycle race payouts are taxed as occasional income: your year's winnings minus the money spent to win them minus a JPY 500,000 special deduction, with only half of the balance added to your other income. If you buy tickets continuously to make a profit, they count as miscellaneous income instead, where losing tickets are deductible but there is no JPY 500,000 deduction. Casino winnings are not named in the tax law, and no casino is open yet.

What is the legal gambling age in Japan?

It depends on the product: 20 for horse, bicycle, motorboat and auto racing and for the casino (land-based, none open yet), 19 for the toto sports lottery, and 18 for pachinko (land-based). Takarakuji has no legal minimum age, but its official site asks for 20 for online membership.

Are foreign-licensed casino sites blocked in Japan?

No. Japan has no legal power to make internet providers block them, and a government study group said on 22 July 2026 that a law would be needed. A foreign licence is not recognised: playing from Japan is still a crime, and the National Police Agency says so even for casinos that are lawful in their own country. What exists instead is deletion requests to site managers and platforms, removal of the sites' apps from the iOS and Android stores, and payment measures. The study group found access to the sites largely unchanged.

Is using cryptocurrency for gambling legal in Japan?

The lawful operators do not take it: the state-run sites list cards, bank accounts, carrier billing, PayPay and convenience-store payment. Online casino play is a crime however you pay, so crypto does not make it lawful. In May 2025 the authorities asked banks, crypto-asset exchangers, fund transfer providers and prepaid issuers to take measures against payments to online casinos.

What is the difference between legal and illegal online betting in Japan?

Legal online betting is run only by statutory public bodies: the JRA and local racing organisers for horse racing, the organisers of bicycle, motorboat and auto racing, prefectures and designated cities for takarakuji, and the Japan Sport Council for toto. Private firms can sell tickets only as sellers entrusted by those bodies. Everything else, including online casinos, online poker, esports or virtual betting and betting with any private bookmaker, is gambling under the Penal Code and illegal. Foreign-licensed online casinos and sportsbooks still serve players in Japan; using them remains a crime for the player, police have arrested players, promoters and payment agents, and Japan has no power to block the sites yet (MIC report, 22 July 2026).

Is it illegal to advertise or link to online casinos in Japan?

Since 25 September 2025 anyone who transmits information on the internet is barred from presenting an illegal online gambling site to people in Japan or guiding them to one. That rule has no penalty of its own, but police have arrested promoters and affiliates for habitual gambling or aiding it, and the National Police Agency lists links, recommendation sites and recruiting posts as prohibited.
