Is online gambling legal in Uzbekistan?
Online casino games, sports betting and lotteries are legal in Uzbekistan, but only on sites licensed by the National Agency of Prospective Projects (NAPP). On 9 October 2026 its licence register listed two companies, each with one website: Olimpbet (olimpbet.uz) and Aurum Vale (oltinbet.uz). You must be 18 or over and pass a digital identity check before you can deposit, and all your money goes through the state register of bets and players.

Gambling in Uzbekistan: what you need to know
Winnings from licensed sites are free of income tax. You can exclude yourself from every licensed site at once through that register. Land-based casinos and slot halls are banned.
What's legal online in Uzbekistan: casino and sports betting
Sports betting
Legal on sites with a bookmaking licence from NAPP, the National Agency of Prospective Projects. You cannot bet on events held in Uzbekistan with Uzbek citizens taking part, unless it is a spectator game played under international federation rules or an international-level event, and never on children's or youth competitions or fixed matches. You cannot bet on credit, and every bet is paid through the state register of bets and players.1
Online casino and slots
Legal on sites licensed by NAPP for online risk-based games, the licence that covers slots, table games and live games. The games must be certified by a recognised testing laboratory, the site must run on servers in Uzbekistan, and you must pass a digital identity check before you can deposit.2
Lottery
Paper and electronic lotteries are legal under a NAPP lottery licence, and at least 50% (paper) or 75% (electronic) of the money collected must be paid out as prizes. No lottery licence was on the register on 9 October 2026.3
Poker, bingo and fantasy sports
Not named in any of the rules, so it is not clear whether a licence covers them.2
Land-based casinos and slot halls
Banned. Casinos, slot-machine halls and other gaming establishments are prohibited, except lottery-ticket sales points, and organising gambling illegally can bring up to seven years in prison. No source we read shows how illegal venues work; the law speaks of gambling dens.3

Minimum age: 18
You must be 18 to gamble online in Uzbekistan, for online casino, sports betting and lottery alike. 18 for online games, betting and lotteries: Decree UP-68 para 2 admits residents and non-residents who have reached 18, and persons under 18 are on NAPP's list of categories barred from play. Land-based gambling is prohibited.
Tax on winnings: none
Winnings from lotteries, online games and bookmaker bets held under NAPP licences are exempt from personal income tax. The exemption is part of the experiment that runs from 1 July 2026 for three years. Winnings from unlicensed games are not covered by it; the general personal income tax rate is 12%.
How to check a site is licensed by the NAPP
There are 2 licensed operators in Uzbekistan as of 12 Oct 2026.
Always verify a casino holds a valid National Agency of Prospective Projects (NAPP) licence before depositing. Check the official register before signing up.
The official register of licensed sitesNational Agency of Prospective Projects (NAPP)'s website
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Only play on sites licensed by NAPP
On 9 October 2026 NAPP's licence register listed two companies, each with one website: Olimpbet LLC (olimpbet.uz) and Aurum Vale LLC (oltinbet.uz). Check the register before you play.
- Confirm you are at least 18 years old
18 is the minimum age for licensed online games, betting and lotteries, and you must pass a digital identity check, with your passport or ID card and a live photo or video, before you can deposit.
- Know the deposit limits
NAPP may set monthly deposit limits through the betting register, and you can set your own. A citizen can apply to raise the monthly limit, but not above 10% of average monthly income.
- Use self-exclusion if needed
Self-exclusion works through the betting register and covers every licensed operator at once: the Register blocks your deposits and tells each operator to stop taking your bets. You can also ask to be put on NAPP's list of people dependent on gambling for 6 months to 5 years.

Complaints: the operator first, then the NAPP
- 1
1. Complain to the operator
A licensed operator must have a procedure for considering players' appeals and must answer them; your player account has a function for sending an appeal.
- 2
2. Apply to the Register operator
The operator of the Unified State Register of Bets and Players (UZINFOCOM LLC) must receive and consider applications from players, and NAPP uses players' appeals when it decides on fines. There is no ADR body.
- 3
3. Go to court
Claims from licensed lotteries, online games and bookmaking can be taken to court; claims from other gambling cannot, unless you took part under deception, violence or threat. A winner must be paid within the time in the game terms or, if none is set, within ten days of the result.

Methodology & sources
The research behind our Uzbekistan coverage
Counted across every Uzbekistan page, not this page alone.
compiled 19 Oct 2026
Across every Uzbekistan page on this site: players, operators and the licence guide. The research report behind them cites official sources: the law, the regulator, the gazette, the courts and each platform’s own published advertising policy. Page sections not yet rewritten from the report may cite other sources.
Our Deep AI Scan took Uzbekistan through all 201 questions of our regulatory checklist, from 50 official documents, read on 19 Oct 2026. Our research team then traced every figure on this page to the document and sentence that states it. The full research report is due to go to our compliance team. Where a fact rests on a press report or a law-firm summary rather than an official document, the page says so.
