Gambling in Armenia: what you need to know
You pay in and get paid out only through your own Armenian bank or card account in drams. Winnings are not taxed today; from about 7 February 2027 winnings from licensed sites are taxed at 5% (10% on a single win of AMD 5,000,000 or more). Every licensed site must show a self-exclusion button that bars you from all licensed sites for five years.
What's legal online in Armenia: casino, sports betting and poker
Sports betting
Legal with an Armenian licence. Today bookmakers work under the 2003 lottery law, which counts event betting as a totalisator, and you must be 21 or over. If you live in Armenia you fund your account from your own bank or card account in drams, and winnings go back to the same account. Foreign betting sites are banned and blocked.1
Online casino and slots
Casino games, slots and live dealer games are offered under an internet game licence, and you must be 21 or over. Slots and other random-number games must be programmed to pay back at least 90% of the money taken. The law sets no maximum stake and no maximum win. Foreign-licensed casino sites are banned and blocked.2
Online poker
Card games stay classed as winning games, so poker falls under the same internet game licence as casino games, although neither law names poker. You must be 21 or over to play.2
Lottery
Lotteries are offline only: there is no online lottery licence today, and the 2024 Gaming Law prohibits running a lottery electronically or online. The minimum age is 18. Foreign lottery sites are banned and blocked. Lottery winnings are not taxed today.2

Online casino, sports betting: 21. Lottery: 18. 21 for games of chance, online casino and betting, 18 for lotteries. From 1 January 2027 people aged 70 or over are also barred from the 21+ products. Non-citizens face only the age limits.
Tax on winnings: none
Today winnings are not taxed (Tax Code Art. 147(1)(22)). From about 7 February 2027: 5% on the positive difference between the year's winnings and stakes with licensed organisers, which the player calculates and pays; 10% on a single win of AMD 5,000,000 or more, withheld by the organiser; 20% on winnings in all other cases. Advertising-lottery wins up to AMD 50,000 stay tax-free.

Prominent operators in Armenia
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Check for a '.am' domain
A site licensed in Armenia runs on a '.am' domain named in its licence. A gambling site on another domain is not an Armenian-licensed site.
- Pay only from your own Armenian bank or card account
Licensed sites take deposits only from your own bank or card account, in drams, and pay winnings back to it. A site that takes cash, someone else's card, crypto or e-wallets outside the Armenian banking system is not following the licensed rules.
- Look for the self-exclusion button
Since 19 July 2026 every licensed site and app must show a self-exclusion button on every page, with the number of people who have excluded themselves. Pressing it bars you from all licensed sites for five years.
- Look for the licence number and the age rule
A licensed site must show its name, location, licence number, its game types and the ban on players under 21.

Complaints and disputes in Armenia
- 1
1. Complain to the operator
Start with the operator. From about 7 February 2027 it must give a written final answer within 10 working days, which it may extend in writing by up to 20 more; a complaint must be filed within the period its rules set. Today the 2003 laws set no complaints procedure or deadline.
- 2
2. Take it to the State Revenue Committee (from about 7 February 2027)
If the answer does not resolve it, you can complain to the State Revenue Committee within six months; it decides within ten working days and sets how and when the operator must comply. Today there is no gaming-law route to the SRC; unsolicited gambling messages can be reported to the Competition and Consumer Protection Commission.

3. Go to court
You can go to court under the Civil Code at any time, and the SRC's decision can itself be appealed in court.

Across every Armenia page on this site: players, operators and the licence guide. The research report behind them cites official sources: the law, the regulator, the gazette, the courts and each platform’s own published advertising policy. Page sections not yet rewritten from the report may cite other sources.
Our Deep AI Scan took Armenia through all 201 questions of our regulatory checklist, from 60 official documents, read on 19 Oct 2026. Our research team then traced every figure on this page to the document and sentence that states it. The full research report is due to go to our compliance team. Where a fact rests on a press report or a law-firm summary rather than an official document, the page says so.
