Is online gambling legal in Azerbaijan?
Online casino, slots, live casino and poker are illegal in Azerbaijan. You can play lotteries with the state company Azerlotereya (azerlotereya.com, misli.az) and bet on sport with its brand Misli or with TOPAZ (topaz.az), whose company says it has been a lawful operator since 2011. You must be 18.

Gambling in Azerbaijan: what you need to know
Foreign sites in Azerbaijani, some priced in manat, are unlawful: taking part in unlawful gambling is fined AZN 3,000, with the stake and any winnings confiscated. Winnings are taxed at 10% after your stake, withheld when you are paid; up to AZN 500 is exempt. Casinos are legal only on land, on artificial islands in the Caspian Sea, for players aged 21 or over.
What's legal online in Azerbaijan: not regulated
Sports betting, esports and virtual sport
Sports betting is run by the state lottery company Azerlotereya (brand Misli) and by any entity accredited before 1 December 2021. Caspiantech CJSC (TOPAZ) says TOPAZ began in 2011 as the first and only lawful sports betting operator, and Azerlotereya says it is one of the two lawful operators; both are the companies' own statements, and neither prints an accreditation number. You must be 18 or older. TOPAZ lists esports betting and Azerlotereya says virtual sport can be bet on only at Misli, but the law does not name esports. Foreign bookmakers such as 1xBet, Melbet and Betwinner run Azerbaijani-language sites anyway, and the Interior Ministry calls 1xBet and MostBet 'banned platforms' (August 2026, as reported by Report).1
Online casino and slots
Online casino and online slots are banned: casino games in virtual form, over the internet, mobile networks or apps, and the payments for them are barred (Law 1143-VIQ art 8-2.3). No licence can be issued for them. Foreign brands sell them anyway on Azerbaijani-language sites, for example Pin-Up (priced in manat; it states Carletta N.V. holds Curaçao licence OGL/2024/580/0570) and 888starz (Bittech B.V., OGL/2024/665/0201); these are the operators' own statements, not matched to any register. 428 of the 429 internet resources blocked by court decision in 2025 were blocked for spreading information inciting gambling (as reported by Report), and the Central Bank says banks, electronic money institutions and other financial entities have agreed a unified limit of at most five payments linked to illegal gambling and betting per card (15 October 2026, as reported by Trend). Taking part is an offence for you too (see the note on foreign sites below).2
Live casino and poker
Live-dealer casino and online poker are banned on the same ground: a game streamed to players is a casino game in virtual form, and card games are allowed only in a licensed land-based casino. 1xBet, Melbet, Betwinner and 888starz still show a 'Live-Kazino' menu and poker on their Azerbaijani-language pages; 1xBet's rules say Caecus N.V. operates it under Curaçao licence 1668/JAZ (the operator's statement). Neither Misli nor TOPAZ offers live casino or poker. 1xBet's payment page listed 42 methods, all cryptocurrencies.2
Lottery, including slot-style and crash-style lottery games
Only Azerlotereya OJSC may organise lotteries, and you must be 18 or older. At least 50% of ticket sales go to prizes in draw and electronic lotteries, and 50% to 80% in instant lotteries. To buy an electronic ticket online you open a personal account with your identity document number and FIN code. Azerlotereya sells slot-style titles ('ePoz-Qazan'), 'Digital Oyunlar' (Zeppelin, Plinko) and aviator-type crash games online beside its lotteries, according to its own pages. The Interior Ministry describes a network whose social-media pages drew citizens to gambling on foreign sites, and names 'Fast Loto' and 'CHCPlay' among the illegal sites (February 2025, as reported by AZERTAC).3
Land-based casino on Caspian artificial land
The only licence Azerbaijan issues is for land-based casino games on artificial land in the Caspian Sea, from the State Tourism Agency. You must be 21 or older to play in such a casino. As of 22 October 2026 no issued casino licence has been confirmed, and the Cabinet's casino rules and licence conditions have not been published. Online casino is barred in any form.2
Checking a site is licensed
No online operator holds a licence, because none exists for online gambling. The lawful online services are Azerlotereya (azerlotereya.com for lotteries and misli.az for sports betting, which it names as its only official addresses) and TOPAZ (topaz.az), whose company says it has been a lawful sports betting operator since 2011 (no accreditation shown); no official list of licensed brands or domains exists. A casino licence would appear in the state licence register at lisenziya.gov.az. A site that prints a Curaçao or other foreign licence is not licensed in Azerbaijan: a foreign licence gives no right to offer gambling there.4
Playing on foreign sites
A player who takes part in gambling that is not a lottery or sports betting held under their laws is fined AZN 3,000, and the equipment, the stake and any winnings are confiscated. A repeat within a year is punished by a fine of AZN 5,000 with confiscation, or up to 15 days' detention. Authorities act mostly against organisers and payments: sites are blocked, and the Tax Code has the local payment provider collect 18% VAT on payments by a player not registered with the tax authorities to lotteries and betting organised electronically abroad (art 169.3).5
Winnings and tax
Winnings from sports betting and lotteries are taxed at 10% of the amount left after deducting the money you paid to take part, withheld by whoever pays you. Winnings up to AZN 500 from a lottery organiser or the betting operator are exempt. The Tax Code does not say whether tax on a winning above AZN 500 is charged on the whole amount or only on the part above AZN 500. Payments above AZN 3,000, whether a winning or a stake, must be cashless.6
Complaints
There is no operator complaints procedure and no independent dispute body for gambling. A lottery participant may complain to the Ministry of Economy or go to court. For sports betting the law gives no stated complaint route.3

Gambling with crypto: Banned.
Minimum age: 18
You must be 18 to gamble online in Azerbaijan, for sports betting and lottery alike. 18 for lotteries and sports betting. 21 for casino games, which are lawful only in land-based casinos on Caspian artificial land; online casino is banned.
Tax on winnings: taxable
Whoever pays you withholds 10% income tax on cash winnings from sports betting and lotteries, on the amount left after deducting what you paid to take part (Tax Code arts 101.5, 150.1.10), and pays it monthly. Winnings up to AZN 500 from the lottery organiser or the betting operator are exempt (art 102.1.26). The Code does not say whether a winning above AZN 500 is taxed in full or only on the part above AZN 500: ask the Ministry of Taxes. Winnings and stakes above AZN 3,000 must be paid cashless.
How to judge an offshore site
2 (no online licence) in Azerbaijan, as of 22 Oct 2026.
Always verify a casino holds a valid Ministry of Economy (lotteries, sports betting); State Tourism Agency (land-based casinos) licence before depositing.
Prominent operators in Azerbaijan
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Use only Azerlotereya, Misli or TOPAZ
Azerlotereya names azerlotereya.com and misli.az as its only official addresses; TOPAZ sells at topaz.az. Every other site taking Azerbaijani players is unlawful.
- Manat prices and Azerbaijani pages prove nothing
Foreign sites run Azerbaijani-language pages, and Pin-Up prices in manat, under Curaçao licences they print; none is lawful in Azerbaijan.
- Playing there can cost you AZN 3,000
Taking part in unlawful gambling is fined AZN 3,000, with the stake and any winnings confiscated.
- Big payouts go to your bank account
Lawful operators pay winnings and take stakes above AZN 3,000 only cashless; lottery winnings go to your bank account, a prepaid card or, below the limit, cash.
Self-exclusion and problem-gambling help in Azerbaijan
None (no self-exclusion scheme in law)
Set your limits before you play. If gambling stops being fun, stop and talk to someone.

No independent dispute body exists for gambling; the courts are the remaining route.
Common myths about gambling in Azerbaijan

Frequently asked questions about gambling in Azerbaijan
Are my gambling winnings taxed in Azerbaijan?
Yes. Winnings from the lottery organiser and the sports betting operator are taxed at 10% of what is left after your stake, and whoever pays you withholds it. Winnings up to AZN 500 are exempt. The Tax Code does not say whether a bigger win is taxed in full or only on the part above AZN 500.
Is online sports betting legal in Azerbaijan?
Yes, with Azerlotereya’s brand Misli (misli.az) and with TOPAZ (topaz.az), whose company says it has been a lawful operator since 2011. The law allows sports betting only by the designated body, Azerlotereya, and entities accredited before 1 December 2021. Any other betting site is unlawful.
Who regulates gambling in Azerbaijan?
It depends on the product. The Ministry of Economy registers lotteries and supervises lotteries and sports betting; the State Tourism Agency licenses and supervises the land-based casinos on Caspian artificial land; and the Antimonopoly and Consumer Market Control State Agency supervises advertising.
Can I use cryptocurrency to gamble in Azerbaijan?
Not with the lawful operators: no gambling rule permits it, and lottery winnings are paid to a bank account, on a prepaid card or in cash. Foreign sites take it (1xBet’s payment page listed 42 methods, all cryptocurrencies), but playing there is unlawful.
Can I be fined for playing on a foreign site?
Yes. Taking part in gambling that is not a lawful lottery or sports bet is fined AZN 3,000, and the stake and any winnings are confiscated; a repeat within a year is fined AZN 5,000 or punished with up to 15 days’ detention.
Are Azerlotereya’s slot-style games legal?
Azerlotereya, the state lottery company, sells slot- and crash-style games online beside its lotteries (its ‘ePoz-Qazan’ menu lists over a hundred titles, and misli.az sells ‘Digital Oyunlar’). The law lets it run virtual lotteries; no statement by the Ministry of Economy on these titles was found.
Are casinos legal in Azerbaijan?
Only land-based casinos on artificial land in the Caspian Sea, licensed by the State Tourism Agency, for players aged 21 or over. Online casinos are banned in any form. No casino licence had been verified as issued as of 22 October 2026.
