Is online gambling legal in Ecuador?
Online sports betting is legal in Ecuador on sites licensed by the national sport authority; licensed sites use a .com or .ec address and must be certified. You must be 18. The operator takes 15% of each prize before paying you. Licensed sites must check the national self-exclusion register, show how long you have been playing, ask you to set your own deposit limits when you sign up, and handle withdrawals within three business days; deposits are also capped by payment method (for example USD 1,000 per bank transfer).

Gambling in Ecuador: what you need to know
What's legal online in Ecuador: sports betting only
Sports betting
Sports betting is the only online gambling product with a licence route. Operators need a licence from the national sport authority (since August 2025 the Ministry of Education, Sport and Culture, into which the sport ministry was merged), and the law calls the activity sports forecasts on digital platforms. You must be identified with a valid ID and a live face scan before your account opens, so anonymous betting is not allowed. You must be at least 18.1
Casino, slots and live casino
Online casino, slots and live casino are illegal in Ecuador: no licence exists for them. Before July 2026 the rules let licensed sports-betting sites offer online games, but that wording was removed on 10 July 2026. Running a business dedicated to games of chance is a crime punished with one to three years in prison. Many betting sites serving Ecuador still show a casino, arguing that their servers are abroad or that a non-profit foundation runs it; as reported in the press, the State’s legal adviser said in May 2026 that casinos and games of chance are illicit with or without profit. No court ruling on online casinos was found.1
Poker and bingo
Online poker and bingo are illegal too: there is no licence route for them, the same position as online casino games.1
Prizes and tax
The operator withholds 15% from the whole value of each sports-betting prize, with no tax-free amount. You include the prizes in your annual income-tax return and settle the tax there.2

How to check a site is licensed in Ecuador
Always verify a casino holds a valid Ministerio de Educación, Deporte y Cultura (ente rector del deporte) licence before depositing.
Ministerio de Educación, Deporte y Cultura (ente rector del deporte)'s website
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Check for the sport authority's licence
Only licence holders may offer sports betting in Ecuador, and no licence covers online casino games. A licensed site runs on a domain ending in .com or .ec that the operator owns or holds exclusively.
- Prices in US dollars, site in Spanish
Licensed platforms must show every value in US dollars and all content in the official language.
- 15% taken from prizes
A licensed operator withholds 15% of each prize, event by event, before paying it.
- Only four ways to pay
Bank accounts and debit cards, credit cards, prepaid cards backed by a supervised bank, or cash at the operator's own points. A site that takes cryptocurrency or other channels is outside the rules.
- Look for the licence number and official seal
A licensed site must show its licence number and validity and the sport authority's official seal on every channel, and every ad must carry the licence number.

Complaints and disputes in Ecuador
- 1
1. Complain to the operator
Every licensed operator must run a complaints channel open 24 hours a day, logging when each complaint arrived and when it was answered; the sport authority can audit those records.
- 2
2. Report the operator to the sport authority
There is no complaints service at the authority itself, but a licence can be revoked on a third party's report, for example for refusing without reason to pay a prize. On a complaint the authority can order the operator to pay what it owes within 48 hours, and collect it from the operator's guarantee if it does not.

Frequently asked questions about gambling in Ecuador
Are my gambling winnings taxed in Ecuador?
Yes. Since 15 June 2026 the licensed operator withholds 15% of the prize or prizes you win on each event before paying you, with no tax-free amount. The withholding counts towards your income tax: prizes go in your annual income-tax return, where the tax is settled.
Is online casino legal in Ecuador?
Only sports betting, and only on licensed sites: since Decreto 445 of 10 July 2026 the licence covers sports forecasting only, and online casino games have no licence route. The Penal Code still punishes running a business dedicated to games of chance, and no text reconciles the two.
How can I file a complaint against a betting site in Ecuador?
Complain to the site first: every licensed operator must run a complaints channel open 24 hours a day, whose records the national sport authority can audit. There is no separate complaints service at the authority, but you can report an operator to it, and a licence can be revoked on a report from a third party, for example for refusing without reason to pay a prize.
Can I use cryptocurrencies for gambling in Ecuador?
No. Licensed sites may take payments only through bank accounts and debit cards at supervised banks, credit cards, prepaid cards backed by a supervised bank, and cash at the operator's own points, each with limits per transaction, day and month. Cryptocurrency is not on that list.
