Online casino games and sports betting are legal in Peru, and MINCETUR, through its Dirección General de Juegos de Casino y Máquinas Tragamonedas, licenses them. You must be 18. Since February 2024 only operators authorised by MINCETUR may serve Peruvian players, and unlicensed sites can be blocked: at MINCETUR's request the Ministry of Transport and Communications blocks web pages, IP addresses, URLs and apps (50 platforms in the round announced on 2 October 2026), and MINCETUR asks banks and payment providers to block payment means.

Gambling in Peru: what you need to know

Some blocked sites still load from Peru, so a site working does not mean it is licensed. The law punishes operators, not players. Check the operator on the MINCETUR register of authorised companies, not the ending of its web address. Player winnings from licensed gambling sites are tax-free.

Upcoming law change
No change for players is in force or scheduled. A 2025 bill that would have changed how the 1% tax on bets is charged was sent back by the Executive and archived in October 2026. A new bill would raise that tax to 5% of each bet; it is in committee, not law. A constitutional challenge to the tax has certified signatures.

Minimum age: 18

You must be 18 to gamble online in Peru, for online casino and sports betting alike.

Tax on winnings: none

Player winnings are tax-free in Peru; the operator files and pays the 12% gaming tax, and the 1% ISC on each bet is legally the player's on platforms run from abroad

Winnings are not income-taxed. Peru's Income Tax Law contains no category bringing gambling prizes into charge for an individual, and the 12% gaming tax is expressly the operator's: Ley 31557 art. 40 makes legal persons the contribuyentes, and SUNAT states that players are not taxpayers of it. One thing to know: the 1% selective consumption tax is charged on each bet. On a site run by a company incorporated abroad, you are the taxpayer and the operator collects it from you. The operator adds it to each bet, so you owe nothing extra after a win, but the 1% is legally yours on those sites.

Rate: 0% on winnings

How to check a site is licensed by the DGJCMT

The regulator's register lists 43 online licence holders in Peru (read 6 Nov 2026).

Always verify a casino holds a valid MINCETUR: Dirección General de Juegos de Casino y Máquinas Tragamonedas (DGJCMT) licence before depositing. Check the official register before signing up.

The official register of licensed sitesMINCETUR: Dirección General de Juegos de Casino y Máquinas Tragamonedas (DGJCMT)'s website

If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.

Red flags: how to spot an unlicensed site

  • Check the operator against the MINCETUR register, not its domain ending

A ".com" address is not evidence a site is illegal. The law permits five endings (.bet.pe, .bet, .com, .pe, .com.pe), and on the register of 23 October 2026 licensed sites include betsson.pe, olimpo.bet and stake.pe. The reliable check is the register of titulares de autorización, which lists each authorised company alongside its authorised domain and whether the authorisation is vigente or suspended.

  • Verify the License with MINCETUR

A licensed site must show its MINCETUR registration code and RUC on the platform. Check them against the official register of titulares on MINCETUR's online gambling portal.

  • Confirm Payment Methods are in Fiat Currency

Legal sites are banned from using cryptocurrencies. Licensed operators accept cash, credit and debit cards and other means of payment, but not cryptocurrencies, and the payment means must be in your own name.

  • Look for the National Self-Exclusion Register

Licensed sites must check you against the national register of persons barred from casinos and slot rooms when you register, offer self-exclusion for a set period or indefinitely, and link from the home page to MINCETUR's portal where you can enter the register yourself, free of charge.

  • A site that loads is not a site that is authorised

At MINCETUR's request the Ministry of Transport and Communications blocks unauthorised betting and casino sites, and MINCETUR can ask for their payment means to be blocked, but some blocked sites still loaded from Peru on 23 October 2026. Check the operator and its domain on MINCETUR's register before you deposit.

Complaints: the operator first, then the DGJCMT

  1. 1

    1. Contact the Licensed Operator Directly

The first step is to file a formal complaint through the operator's official customer service channels. Licensed operators must give you a way to register a complaint or dispute at any time and to tell MINCETUR if it is not resolved; no response deadline is set.

  2. 2

    2. File a Formal Complaint with MINCETUR

If the operator fails to resolve the issue satisfactorily, the player can escalate the complaint to the regulator, the Dirección General de Juegos de Casino y Máquinas Tragamonedas (DGJCMT), which is part of MINCETUR. MINCETUR can sanction a holder (warning, fine, cancellation of the authorisation), but its listed powers do not include ordering the operator to repay you, and there is no independent dispute-resolution body. Complaints about a holder's advertising go to INDECOPI.

Common myths about gambling in Peru

  • Myth
My gambling winnings will be taxed.
    Reality

Mostly false. Peru does not tax your winnings: SUNAT states that players do not pay the 12% tax. The 1% ISC is charged on each bet you place, not on winnings; on a site run by a company incorporated abroad you are the ISC taxpayer and the operator collects it with each bet.

  • Myth
It's safe to play on any site that accepts Peruvian players.
    Reality

False: but the test is the register, not the domain. Since February 2024 only operators authorised by MINCETUR may serve Peruvian players, and unlicensed sites can be blocked: at MINCETUR's request the Ministry of Transport and Communications blocks web pages, IP addresses, URLs and apps, and payment means can be blocked too. Blocking is not complete: MINCETUR's 2 October 2026 release says 50 platforms were blocked in the latest round and 86 so far this year, and some blocked sites still loaded from Peru on 23 October 2026. The criminal offence is aimed at those who organise or run unlicensed play, not at players; check the register before you deposit. Do not use the web address as the test: the law permits five endings (.bet.pe, .bet, .com, .pe, .com.pe) and authorised sites on the register of 23 October 2026 include betsson.pe, olimpo.bet and stake.pe. Check the operator and its domain against the register of titulares instead.

  • Myth
I can deposit and withdraw using Bitcoin or other crypto.
    Reality

False. Peruvian law explicitly bans the use of any cryptocurrency for gambling transactions on licensed sites. Cash, credit and debit cards and other payment means the operator accepts are allowed, but not cryptocurrencies.

Frequently asked questions about gambling in Peru

Are my gambling winnings taxed in Peru?

No. Player winnings are not taxed. You do not pay tax on winnings. The operator files and pays the 12% gaming tax. The 1% selective consumption tax (ISC) is charged on each bet; on a platform run by a company incorporated abroad it is legally the player's, and the operator adds it to the bet and pays it over.

Can I use Bitcoin or other crypto for gambling in Peru?

No. Peruvian law bans cryptocurrency as a payment means for gambling. Offshore sites that take crypto are outside the licensing system; MINCETUR has them blocked through the Ministry of Transport and Communications and asks banks and payment providers to block payment means, and operating without authorisation is a crime under Código Penal art. 243-C, which punishes the operator, not the player. Cash, credit and debit cards and other payment means are allowed, but not cryptocurrency, and a licensed operator that accepts crypto breaks the rules.

Do gambling sites have to be Peruvian companies to be licensed here?

No. A company incorporated abroad can hold an authorisation without a Peruvian branch: the rules let a foreign company apply directly, as long as it has a representative in Peru whose powers are recorded in the public registries. A company that opens a Peruvian branch or incorporates locally applies on a different route and takes a Peruvian tax number (RUC). For you the point is simple: the company does not have to be Peruvian, so check the MINCETUR register.

Can I tell a legal site from its web address ending in Peru?

No: the law allows five domain endings, not one. Ley 31557 arts. 7.6 and 26.17 permit '.bet.pe', '.bet', '.com', '.pe' or '.com.pe', of the 94 entries on MINCETUR's register (49 companies, 51 domains) as of 23 October 2026. So a '.com' address is not proof a site is illegal, and a Peruvian-looking address is not proof it is licensed. Sites without an authorisation can still load from Peru even after MINCETUR has had them blocked, so check the register. The reliable check is the MINCETUR register of authorisation holders, which lists each authorised company alongside its domain and whether the authorisation is vigente or suspended.
