Gambling in Estonia: what you need to know
Winnings from EMTA-licensed operators are tax-free; winnings from any site without an Estonian permit are taxed at 22% as income. The national restriction list (HAMPI) bars you from the products you choose (casino games, betting, lotteries) at every licensed operator. The helpline is 15410.
What's legal online in Estonia: casino, sports betting and poker
Sports betting
Sports and event betting is licensed by the Estonian Tax and Customs Board. You must be 18 or over. Only sites on the board's public list of legal gambling operators are licensed. If you win at a site without an Estonian permit, the winnings count as taxable income for you at 22%.1
Online casino, slots and poker
Casino games, slots, live tables and poker are all games of chance, and you must be 21 or over to play them. Licensed sites must offer you a cap on how much you can lose in one week or one month before you first play. The law sets no maximum stake or win for online games of chance, so the loss cap you choose is your main limit.2
Lottery
Lotteries are a state monopoly: the law lets only a company wholly owned by the Estonian state, with at least EUR 1,000,000 of share capital, run them, and in practice there is one, Eesti Loto. You must be 18 or over to play.2
Unlicensed sites
The Tax and Customs Board blocks websites that offer gambling in Estonia without an Estonian permit and lists the blocked domains. The board says it cannot help players when problems occur at an unlicensed operator.3

Prominent operators in Estonia
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Check EMTA's list of legal operators
Before you sign up or deposit, find the site's web address on EMTA's list of legal gambling operators.
- Look for the licence and permit numbers
A licensed site must show its name, address and the numbers of the decisions granting its activity licence and operating permit.
- Age checks: 21 for casino, 18 for betting
A licensed site checks your identity before your first stake and keeps casino games to players aged 21 and over.
- Loss limit and the restriction list
Before your first game a licensed site must offer you a weekly or monthly loss limit, and it must respect the national restriction list (HAMPI). Help: 15410.
- Crypto only through an authorised provider
A site that takes crypto straight from a private wallet, with no EEA-authorised crypto-asset service provider in between, is not following Estonian rules.
- A blocked site means trapped funds
If a site you used is blocked, its payment accounts can be frozen; EMTA publishes a deadline to apply for money paid into a frozen account.

Complaints and disputes in Estonia
- 1
1. Contact the operator
The operator's game rules must set out how and by when it resolves player claims; use that procedure first.
- 2
2. Consumer Disputes Committee (if it takes the case)
The state Consumer Disputes Committee hears consumer disputes with Estonian-registered traders free of charge, usually within 90 days. It has not said whether it takes gambling disputes, and its decisions cannot be enforced; a trader that does not comply within 30 days is listed publicly. EMTA has no complaint procedure for players.

3. Court
A claim for unpaid winnings is a civil claim for the courts.
Common myths about gambling in Estonia
- MythAll my gambling winnings in Estonia are tax-free.Reality
Only winnings from games run under an Estonian operating permit. Winnings from any site without one, including a site licensed elsewhere in the EU, count as income and are taxed at 22%.
- MythI can deposit from my Bitcoin wallet like on any other site.Reality
A licensed Estonian site can take crypto only through a crypto-asset service provider authorised in the EEA. A site that takes a transfer straight from your private wallet is not following Estonian rules. Ordinary deposits must also come from your own account at an authorised bank, payment or e-money institution.
- MythThe legal gambling age is 21 for everything.Reality
It is 21 for casino games and poker, online or in a venue, and 18 for sports betting and lotteries. The lottery age rose from 16 to 18 on 1 January 2026.
- MythIf a site disappears it is just downtime.Reality
EMTA has internet providers block sites that offer gambling in Estonia without a permit, and payment providers freeze their accounts. If you paid into a frozen account, you can apply to EMTA for the money back within the deadline it publishes; EMTA says it cannot otherwise help with unlicensed sites.
- MythSelf-excluding on one site only blocks me from that site.Reality
The national restriction list (HAMPI) applies at every licensed operator, online and in venues, for the products you choose: casino games, betting, lotteries, or all three. You pick six months to three years; scratch cards are not covered.
Frequently asked questions about gambling in Estonia
Are gambling winnings taxed in Estonia?
No, if the game runs under an Estonian operating permit: those winnings are not taxed. Winnings from an operator without an Estonian permit, including one licensed elsewhere in the EU, count as income and are taxed at 22%.
Is it legal to gamble with cryptocurrency in Estonia?
Yes, through an authorised provider. Since 1 January 2026 a stake may be a crypto-asset, but it must reach the operator through a crypto-asset service provider authorised in the European Economic Area. A deposit straight from a private wallet does not meet that rule.
How does Estonia's gambling licensing system work?
In two steps, both decided by the Estonian Tax and Customs Board (EMTA). A company first gets an activity licence for the type of gambling (games of chance, betting or games of skill), which has no end date. It then needs an operating permit for each game type it runs online. One permit application can cover several websites, and the permit names the web addresses players may use.
Who handles player complaints against gambling operators in Estonia?
The operator first: its game rules must set out how and by when it resolves player claims. EMTA, the regulator, has no complaint procedure for players. The state Consumer Disputes Committee hears consumer disputes with Estonian-registered traders free of charge, but it has not said whether it takes gambling disputes, and its decisions cannot be enforced. A claim for unpaid winnings is otherwise a matter for the courts.

The research behind our Estonia coverage
Counted across every Estonia page, not this page alone.
compiled 28 Oct 2026
Across every Estonia page on this site: players, operators and the licence guide. The research report behind them cites official sources: the law, the regulator, the gazette, the courts and each platform’s own published advertising policy. Page sections not yet rewritten from the report may cite other sources.
Our Deep AI Scan took Estonia through all 201 questions of our regulatory checklist, from 82 official documents, read on 28 Oct 2026. Our research team then traced every figure on this page to the document and sentence that states it. The full research report is due to go to our compliance team. Where a fact rests on a press report or a law-firm summary rather than an official document, the page says so.
