Gambling in Finland: what you need to know

Upcoming law change
Private operators can apply for licences now, but they may only take players from 1 July 2027. A bill before Parliament would let you give a Veikkaus scratch card as a gift: the person you give it to could claim the prize without registering, if they are 18 or over. It is not law yet.

Minimum age: 18

  • Minimum age: 18. No exception and no higher age for any product ↗
  • Who can play online: Residents only (electronic games). From 1 July 2027, only people permanently resident in Finland can register for electronic games ↗

You must be 18 to gamble online in Finland, for online casino, sports betting and lottery alike.

Tax on winnings: none

  • Tax on winnings: Tax-free. Wins from Finnish-licensed games and games run under another EEA state's law; applies from 1 July 2027 ↗
Gambling winnings are tax-free, unless the operator is outside the EEA

Winnings are tax-free when the site is lawfully run from Finland or another EU/EEA country, even if it has no Finnish licence. Winnings from sites outside the EU/EEA are taxable income.

Rate: 0% on winnings from Veikkaus and from any operator lawfully offering the game under an EEA state's own law; winnings from outside the EEA are taxable as ordinary income

How to tell the state operator from offshore sites

There are approximately 1 licensed operators in Finland as of 19 Oct 2026.

If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.

Red flags: how to spot an unlicensed site

  • Check the licence and the regulator are named

From 1 July 2027, gambling marketing must state the licence held and the supervisory authority (radio adverts excepted). An advert or site that names no Finnish licence is not showing you one.

  • Verify the Operator in the Public Register

The new regulator will maintain a public online register of all companies holding a valid Finnish gambling licence. Before playing, always check this official government list to confirm the site is legitimate.

  • Know which winnings are tax-free

Winnings from Finnish licensed or exclusive-right games are not taxable income. The police say winnings from unlicensed sites are taxable income you must report yourself.

  • Use the National Self-Exclusion System

From 1 July 2027, one notice to the supervisory authority blocks all of your play that needs registration, so it reaches every licensed site in Finland.

  • Confirm the site verifies who you are

From 1 July 2027, a licensed site must verify your identity when you register, from reliable documents such as a passport or identity card, or through strong electronic identification, and you can only play while logged in to your own account. A site that lets you play without verifying who you are is not following Finnish law.

Draft gambling rules Finland has notified to the EU

Under Directive (EU) 2015/1535 a member state files a draft technical rule with the European Commission before adopting it. These are the gambling drafts on that register (TRIS), newest first, 6 of 8. The dates are the Commission's: when the draft was received, and the earliest day the state may adopt it.

Complaints and disputes in Finland

  1. 1

    1. Contact the Licensed Operator Directly

From 1 July 2027, the first step is to file a formal complaint with the customer service department of the licensed gambling operator. Operators are required to have a clear and accessible complaints procedure.

  2. 2

    2. File a Complaint with the Regulator

If the dispute is not resolved satisfactorily with the operator, a player can escalate the complaint to the supervisory authority. From July 1, 2027, this will be the new Finnish Supervisory Agency.

  3. 3

    3. Legal Action

If regulatory intervention does not resolve the issue, the final step is to pursue the matter through the Finnish court system.

Common myths about gambling in Finland

  • Myth
It's legal for me to play on any site I can access, especially if it has a Malta (MGA) licence.
    Reality

This is false. It is illegal for any operator other than Veikkaus (and licensed operators from July 2027) to market its services in Finland. The authorities actively use payment blocking to stop transactions to these sites. From July 2027, any winnings from these unlicensed sites will become taxable income.

  • Myth
My winnings will be taxed at a high rate under the new system.
    Reality

This is incorrect. Player winnings from any operator licensed in Finland (or the EU/EEA) will be 100% tax-free. The operator pays the lottery tax on its revenue (22% from 1 July 2027; the exclusive-right holder pays 12% today), not the player on winnings.

  • Myth
Using a VPN to access betting sites is illegal and will get me in trouble.
    Reality

Using a VPN is not illegal in Finland. While it may be used to circumvent ISP blocks, the legal violation lies with the offshore operator for targeting the Finnish market, not with the individual player for accessing it.

Frequently asked questions about gambling in Finland

Are gambling winnings taxed in Finland in 2026?

Winnings from the state operator Veikkaus and any other operator licensed within the EU/EEA are completely tax-free for players. From July 1, 2027, winnings from new Finnish-licensed sites will also be tax-free. However, under the new law, any winnings from unlicensed offshore sites will become taxable income.

Is it legal to use offshore betting sites in Finland?

While it is not a criminal act for a player to use an offshore gambling site, it is illegal for those sites to market their services in Finland. The authorities actively use payment blocking to prevent transactions with unlicensed operators. From July 2027, playing on these sites will also have tax disadvantages.

What is Finland's 'hybrid' gambling monopoly?

From July 1, 2027, Finland will operate a hybrid system. Private companies can get licenses for online casino and sports betting, creating a competitive market. However, the state-owned Veikkaus will retain its monopoly over the national lottery, scratch cards, and all land-based gambling, including slot machines in supermarkets and physical casinos.

Who will regulate gambling in Finland after 2027?

A new authority, the Finnish Supervisory Agency (Lupa- ja valvontavirasto), will take over all licensing and supervision for the competitive online market from July 1, 2027. Until then, the National Police Board continues to oversee the Veikkaus monopoly.
