Winnings are taxed per betting slip: nothing up to €100, then 2.5% from €100.01 to €200, 5% to €500 and 7.5% above.1
Online casino and live casino

Online slots
Played as random-number casino games under a Type 2 licence. A new spin cannot start until two seconds after the start of the last one, the top jackpot is €500,000, and you must be able to switch autoplay off at any time.3
Online poker
Offered under a Type 2 licence. Poker against other players is exempt from the two-second minimum between game cycles.2
Lottery
State lotteries are a monopoly of Hellenic Lotteries and the OPAP group and are not open to licensing.1
Unlicensed sites
The HGC keeps a blacklist of unlicensed sites, 14,977 entries in its 53rd edition of 29 July 2026, and Greek internet providers must block them. Taking part in a game of chance run without a Greek licence is punishable by up to 2 years in prison plus a fine.1

Prominent operators in Greece
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Only a .gr address
Licensed sites run on .gr domains; the HGC register lists each licensee’s sites.
- Check the HGC register
The Register of Licence Holders lists every licensee, its licence number, type and sites.
- Limits you will set
At your first session you must set a deposit limit and a loss limit, and a time limit too for casino-type games and RNG virtual betting; you are warned at 80% and stopped at 100%.
- Self-exclusion
Each licensed site must let you exclude yourself. The rules provide for an HGC Register of Excluded Persons that would bar you at every licensee; until it starts operating, each licensee applies its own exclusions.
