Is online gambling legal in Italy?

RegulatedLicensed: online casino, sports betting, poker, lottery.Updated Research revised 3 Nov 2026 (Deep AI Scan of 184 official documents, first researched 19 Oct 2026). Reviewed by Agustina Vuono on 23 Oct 2026; 5 changes to reviewed answers since.
Yes

Online sports betting, casino, poker and bingo are legal in Italy only on sites licensed by the Agenzia delle Dogane e dei Monopoli (ADM). Each licensed site runs on its own .it address and shows its concession number and ADM's mark. ADM orders unlicensed sites blocked (13,079 entries on its list of 13 October 2026), and playing on an unlicensed site is itself an offence.

Gambling in Italy: what you need to know

You set deposit, spend and time limits before your account opens, and one request to ADM's self-exclusion register covers every licensed site. Winnings on licensed sites carry no separate tax, except two 20% charges on the part of certain prizes above EUR 200 or EUR 500.

Upcoming law change
A planned decree to reorganise land-based gambling halls, machines and betting shops was not adopted before its deadline passed in late August 2026.

Shadow market context

Total ad ban hands market visibility to the black market

Italy's 2018 "Dignity Decree" banned all gambling advertising. Licensed operators can no longer differentiate themselves from offshore sites in the public eye, while black-market operators advertise heavily via alternative channels, including pirated sports streams, and capture a large share of Italian online gross gaming revenue. The GCI 2025 report flags Italy as a textbook "white noise marketplace" case study.

Minimum age: 18

You must be 18 to gamble online in Italy, for online casino, sports betting and lottery alike.

Tax on winnings: taxable

Winnings on ADM-licensed sites carry no separate player tax; a 20% charge applies to the part of a lottery or numerical-game prize above EUR 500, and one to land-based VLT wins above EUR 200.

Winnings from betting and casino games on ADM-licensed sites are not taxed again: the tax the operator pays covers them. Two 20% charges apply to the part of a prize above a threshold on the games the 2020 budget law names: above EUR 500 since 1 March 2020 on numerical games and lotteries such as SuperEnalotto, SuperStar and instant lotteries (which a licensed site may sell with ADM's authorisation), and above EUR 200 since 15 January 2020 on VLTs, which are land-based machines. Other gambling winnings count as income in full when received, with no deduction for stakes or losses, and the law has no exclusion for winnings from sites without an Italian concession.

If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.

Red flags: how to spot an unlicensed site

  • Check for the ADM Logo and License Number

Every licensed site and app must show, visibly, its concession number and ADM's institutional mark, plus the operator's own logo. The new concessions are numbered 16000 to 16051.

  • Verify the Operator on the ADM's Official List

ADM's register lists every concession with its holder and its one website, and can be searched by name, website or concession code.

  • Ensure the Website Domain is .it

Each concession carries one website on a national .it domain, owned by the operator; ADM's register lists 52 websites, one per concession.

  • Confirm Mandatory Deposit Limit Prompts

A licensed site makes you set deposit, spend and time limits before your account is activated, with caps on the first values (lower if you are 18 to 24). A site that lets you play without setting limits is not following Italian rules.

  • Look for the RUA Self-Exclusion Option

The player account section on any licensed site must provide a clear option to self-exclude via the national RUA (Registro Unico delle Autoesclusioni), for 7 to 270 days or indefinitely, across all licensed sites.

  • Pay only with traceable methods in your name

Licensed sites accept payment instruments that identify you, such as cards, transfers and e-wallets, and pay withdrawals only to methods you have registered. Cash is accepted only at a recharge point, up to EUR 100 a week. ADM's payment list includes no cryptocurrency.

Complaints: the operator first, then the ADM

  1. 1

    1. Complain to the operator through ADM's portal

Since 10 September 2026 you lodge a complaint with the licensed operator through ADM's Portale delle segnalazioni, logging in with SPID or CIE. The operator must answer within 72 hours, counted in working days.

  2. 2

    2. Ask ADM to step in

If the answer is missing or unsatisfactory, ask ADM to intervene; for the first months, and until ADM says otherwise, by e-mail with your ID, the complaint number and a short explanation. ADM can give the operator directions, but the gaming instruments give it no express power to order a repayment.

  3. 3

    3. Go to court

There is no ombudsman or arbitration for gambling disputes: the account contract excludes arbitration and gives the court where you live in Italy exclusive competence.

Common myths about gambling in Italy

  • Myth
All gambling winnings are taxed in Italy.
    Reality

This is mostly false. Winnings from betting and casino games on ADM-licensed sites carry no separate tax, because the tax the operator pays covers them. A 20% charge applies to the part of a lottery or numerical-game prize above EUR 500, and one to land-based VLT wins above EUR 200.

  • Myth
It's safe to play on any site that accepts Italian players.
    Reality

This is dangerous. Only sites licensed by ADM are legal: each runs on its own .it address and shows its concession number. ADM's list of blocked sites held 13,079 entries on 13 October 2026, and playing on an unlicensed site is itself an offence.

  • Myth
I can raise my limits whenever I like.
    Reality

A stricter limit applies at once, but a looser one only from the seventh day after you change it; the limits set when the account first opens can be changed from the next day.

Frequently asked questions about gambling in Italy

Are gambling winnings taxed in Italy?

Winnings from betting and casino games on sites licensed by ADM carry no separate tax: the tax the operator pays covers them. A 20% charge applies to the part of a lottery or numerical-game prize above EUR 500, and one to land-based VLT wins above EUR 200. Other gambling winnings, including from sites without an Italian concession, count as income in full.

Is it legal to use a VPN for gambling in Italy?

Using a VPN is not itself a gambling offence, but playing on a site without an Italian concession is: the law punishes a player who takes part in unlawful games with arrest of up to three months or a fine. ADM orders such sites blocked.

Can I use cryptocurrency to gamble in Italy?

Licensed sites accept only traceable payment methods in your name, and ADM's list of payment instruments includes no cryptocurrency; the law neither bans nor permits it by name.

How are gambling disputes handled in Italy?

Complain to the operator first, through ADM's Portale delle segnalazioni (since 10 September 2026, with SPID or CIE); it must answer within 72 hours. If you are not satisfied, ask ADM to step in. There is no arbitration: the court where you live in Italy decides disputes.
