Is online gambling legal in France?
Online sports betting, horse-race betting and poker are legal in France on sites licensed by the Autorité nationale des jeux (ANJ); on 6 October 2026 its list held 16 operators and 22 sites. Online casino games, including slots, roulette and live casino, are banned, and offshore casino sites that sell them anyway have no French licence and give you no protection. The lottery and shop betting are run by FDJ and PMU.

Gambling in France: what you need to know
Winnings are generally tax-free; only a habitual, skilled player earning significant income (for example at poker) can be taxed. Minors are barred (in practice under 18), and the national exclusion register lets you bar yourself from licensed sites for three years. Help: Joueurs Info Service, 09 74 75 13 13, 8h to 23h, 7 days.
What's legal online in France: sports betting and poker only
Sports betting
You can bet on sport online in France with an operator licensed by the ANJ, the national gambling authority. The ANJ list shows 16 licensed operators and 22 sites. Check that a site is on the list before you open an account: a site that shows the licensed-operator logo but is not on the list is using it fraudulently. In betting shops, sports betting is run only by FDJ.1
Online casino and slots
Online casino games, slots, roulette and live-dealer tables are not licensed in France, and the ANJ says they remain strictly prohibited. Offshore sites sell them to French players anyway, half of those whose operator could be identified registered in Curaçao, but the ANJ says a foreign online-casino licence has no recognised legal value in France. The ANJ blocks these sites by its own decision, and since 5 August 2026 it can also block services that help you get round its blocks, and order payments to the sites stopped. Its player pages warn of unpaid winnings, no protection and data theft.2
Poker
Online poker is licensed. The ANJ list shows 7 poker licences. Before your first stake you must set a limit on your playing time over seven days, and you cannot play until it is set. A counter shows your time and warns you at 75% of the limit, or at the latest 30 minutes before it, and again 10 minutes before.3
Horse racing and lottery
Online horse-race betting is licensed, in the pari mutuel form only, and the ANJ list shows 5 horse-race licences. In shops, horse betting is run only by PMU. The lottery is run only by FDJ, online and in shops, and only draw games and scratch-type instant games are allowed.4

- 4ANJ: Offre de jeux et canaux de distribution
Using a VPN to reach gambling sites from France: No offence for the player was found; from 5 August 2026 the ANJ can order providers of circumvention services to block illegal gambling sites.
Gambling with crypto: Not accepted on licensed sites: the ANJ reads the payment rules as excluding crypto-currencies and says stakes and winnings in crypto are in principle forbidden; in 2021 it obtained a court order blocking a site that took bets paid in crypto-currency. Online casino play is prohibited however it is paid. The JONUM experiment (in force since 7 February 2026) lets offerers give winners monetisable digital objects but not euros, under a prior declaration to the ANJ.
Shadow market context
Online casino games (slots, roulette, blackjack, live casino) are prohibited, and offering them is punishable by up to three years' imprisonment and EUR 90,000. The market sells them anyway. An ANJ-commissioned study (2023) found 510 unauthorised sites drawing traffic from France; about 3 million people used unlicensed offers at least monthly, 35% of them through a VPN; and half of the sites whose operator could be identified were registered in Curaçao. Operators use mirror domains (910 of the 1,337 URLs blocked in 2024 were mirror sites) and fake social-network accounts using French casinos' names (about 400 URLs reported to Meta in January 2024, leading to 137 account closures). The ANJ says a foreign online-casino licence has no recognised legal value in France. Its answer is blocking, ordered by the ANJ president since March 2022 and reaching circumvention services from 5 August 2026, payment blocking (up to six renewable months), and the '100% gagnant ?' information campaign of October 2024. No conviction was found in the sources read.

Minimum age: 18
Online casino: Not applicable: online casino is prohibited. Sports betting, lottery: 18. Minors, even emancipated ones, may not take part in authorised gambling (certain lotteries excepted). The statute does not print an age; minors are under 18 under the Civil Code, and the ANJ's advertising framework uses a '-18 ans' logo. An online operator must refuse an account to a minor and check identity and age within 30 days.
Tax on winnings: some winnings are taxed
- Tax on winnings: Generally none. Pure-chance winnings are untaxed; a habitual skilled player with significant income can be taxed as non-commercial profit ↗
The tax authority's doctrine says that playing games of pure chance (lotteries, raffles and similar) is not a lucrative occupation and gives rise to no tax on the player, however often they play. The exception is the habitual practice of a game against opponents where the player masters the chance element through skill and earns significant income; those winnings are taxed as non-commercial profits. Poker is the licensed online product it can reach. No rate or threshold is set for that case, and nothing was found requiring the operator to withhold tax from winnings: the levies the operator pays are on its revenue and your stakes, not deducted from your winnings. Whether a non-resident's online winnings are French-source income is not confirmed.
How to check a site is licensed by the ANJ

Prominent operators in France
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Check the operator and the site address on the ANJ list
Only operators and sites on the ANJ's list of approved operators are licensed (16 operators and 22 sites on 6 October 2026). If the site is not on it, it is not licensed in France.
- Do not rely on a logo
No rule requires a licence number or regulator logo in advertising. The ANJ says a site that shows the approved-operator logo but is not on its list is using it fraudulently. Always check the list.
- A licensed French site offers only betting, horse betting and poker
If a site offers slots, roulette, blackjack or live casino to players in France, it is outside the licensed market. Such sites are offshore, are blocked by the ANJ and give you no protection if winnings are not paid.
- Look for the warning message
Licensed sites must show the gambling warning and the helpline number 09-74-75-13-13; the wording is fixed by the arrêté of 4 March 2026 for online games from 6 September 2026.
- Use the national self-exclusion register
The ANJ's register (interdictiondejeux.anj.fr) bars you from licensed online betting and poker sites, FDJ's online site, PMU account games and casinos for three years, renewable. Exclusion from a single operator applies only to that operator.
Bonuses: what's allowed and red flags
What you can expect from a licensed site's offers in France. The rules operators must follow are on the operator page.
- Welcome bonus
- Allowed
- • Online casino games (e.g., slots, roulette) are prohibited in the licensed market, so no bonuses can be offered on these products.
The ANJ has issued a non-binding recommendation that welcome offers should not exceed a total value of €100. The ANJ's framework also asks operators not to offer financial rewards to players identified as having excessive or pathological gambling patterns.

Compare with other countries →National voluntary exclusion register (interdiction volontaire de jeux), kept by the ANJ since 31 December 2020 and requested at interdictiondejeux.anj.fr. It lasts three years and is tacitly renewable. It bars access to ANJ-licensed online betting and poker sites, FDJ's online site and terminals, PMU account games and casinos. A renovated online service opened in November 2025; the ANJ said then that more than 85,000 people were registered. Operators must check the register when an account is opened and at every connection. An operator's own self-exclusion (24 hours to 12 months) applies only to that operator.
Set your limits before you play. If gambling stops being fun, stop and talk to someone.
Complaints: the operator first, then the ANJ
- 1
1. Write to the operator
Make a written complaint to the licensed operator's customer service and keep a record of the exchange. The law requires an applicant to present a free complaints procedure, but no statutory reply deadline was found.
- 2
2. Refer the dispute to the games mediator
If the operator's answer does not satisfy you, or there is no answer within 20 days of sending the complaint, you can refer the dispute to the médiateur des jeux, a mediator attached to the ANJ who takes no instructions on disputes. His proposal is not binding: either side can refuse it or withdraw at any time. The ANJ itself does not investigate individual reports and cannot obtain compensation for a player.
- 3
3. Go to court
Mediation does not prevent court action. The ANJ cannot order an operator to repay a player: its sanctions are warnings, licence measures and fines, not restitution.
Common myths about gambling in France
- MythGambling winnings are taxed at the end of the year.Reality
Generally not. Winnings from games of chance are not taxed for ordinary players. Only a habitual player who uses skill to earn significant income, for example at poker, is taxed, as non-commercial profits.
- MythA casino with an offshore licence is fine for French players.Reality
False. The ANJ says a foreign online-casino licence has no recognised legal value in France. These sites are not on the ANJ list, give no protection if winnings are not paid, and are blocked by the ANJ, sometimes with payments blocked as well.
- MythA site that shows an approved-operator logo must be legal.Reality
False. The ANJ says a site that shows the 'opérateur agréé' logo but is not on its list is using it fraudulently. The check that matters is the ANJ list of approved operators and sites.
Frequently asked questions about gambling in France
Are gambling winnings taxed in France?
Generally no. Winnings from games of chance are not taxed for ordinary players. The exception is a habitual poker player who uses skill to earn significant income, whose winnings are taxed as non-commercial profits. The licensed operators pay their levies on their own revenue.
What is the legal gambling age in France?
Minors, even emancipated ones, may not take part in authorised gambling, with an exception for certain lotteries. The statute does not print the age; in practice it is 18, the Civil Code age of majority. A licensed online operator must refuse an account to a minor and must check your identity and age within 30 days of your account request.
Will I be punished for playing on an offshore casino site?
No provision was found that penalises a player for playing on an unlicensed online site; the offences target those who offer, advertise or organise it. But the ANJ warns that you have no protection: unpaid winnings, no recourse and data theft are the risks. Offering online casino games to people in France is a crime for the operator, and the ANJ blocks such sites.
How do I file a complaint against a gambling operator in France?
Write to the operator's customer service first and keep a record. If the answer does not satisfy you, or there is no answer within 20 days of sending your complaint, you can refer the dispute to the games mediator (médiateur des jeux). The mediator's proposal is not binding on either side, and you can still go to court.
Why are online casino games like roulette illegal in France?
French law prohibits games of chance unless an exception applies, and the online exceptions are licensed sports betting, horse-race betting and poker, plus the FDJ lottery under exclusive rights. The ANJ says online casino games, in particular slot machines, are not authorised. Offshore sites sell them anyway, which is why the ANJ blocks sites and can order payment providers to stop payments to them.
How do I check that a site is licensed?
Look for the operator and its web address on the ANJ's list of approved operators, which on 6 October 2026 held 16 operators and 22 sites. A site that shows an approved-operator logo but is not on that list is using it fraudulently, according to the ANJ.
What France bets on most
Football is the dominant sport for betting in France and accounts for the vast majority of all online wagers. The national team's results in major tournaments like the World Cup and Euros draw heavy betting, while the domestic Ligue 1 provides steady, high-volume activity.
