Yes

Online casino, sports betting, poker and lottery are legal in Lithuania on sites licensed by the Gaming Control Authority, and you must be 21 (18 for lotteries). Check that an operator's name appears on the official list of licensed companies on the Gaming Control Authority's website (lpt.lrv.lt). Gambling in Lithuania: what you need to know

Winnings are your income: the operator withholds nothing, and you declare them on your annual tax return (15% on the first band; a prize of up to EUR 200 from the same payer, up to 6 times a year, is exempt). You can self-exclude through the Register of Persons Restricted from Participation in Gaming.

Upcoming law change
A mandatory player card is only a draft law (XVP-1690), not adopted; as drafted it would apply from 1 January 2029. From 1 January 2027 the self-exclusion register gets its own article in the Law, with a minimum period of 6 months.

Minimum age: 21

Online casino, sports betting: 21. Lottery: 18. 21 for all gambling under the Law on Gaming (casinos, slots, betting, bingo, totalisator, land-based and online) since 1 November 2025. Lotteries are the exception: the Law on Lotteries bars only persons under 18.

Tax on winnings: taxable

Players declare their own winnings as income (15% on the first band; no operator withholding). Operators pay 22% of stakes minus winnings paid, quarterly; lotteries 18% of ticket value.

No withholding: winnings are class B income that you declare and pay yourself on the annual return. 15% applies on the first band of the year; a prize of up to EUR 200 from the same payer, up to 6 times a year, is exempt. The Act has no rule letting lost stakes be set against winnings. On request the operator gives you a document of sums paid in and winnings paid out within 5 working days.

How to check a site is licensed in Lithuania

There are approximately 10 licensed operators in Lithuania as of 31 Oct 2026.

Always verify a casino holds a valid Lošimų priežiūros tarnyba prie Lietuvos Respublikos finansų ministerijos (Gaming Control Authority under the Ministry of Finance of the Republic of Lithuania) licence before depositing. Check the official register before signing up.

If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.

Red flags: how to spot an unlicensed site

  • Verify the Licence on the LPT Website

Before playing, check that the operator's name appears on the official list of licensed companies published on the Gaming Control Authority's website (lpt.lrv.lt).

  • Look for the Lithuanian Language and .LT Domain

Licensed operators must offer their services in Lithuanian. A site that is only in English or Russian and does not have a clear Lithuanian corporate identity is a major red flag.

  • Check for Responsible Gambling Tools

Licensed sites are legally required to offer player protection tools, including the ability to set deposit limits and self-exclude through the national register.

  • Note the Absence of Bonus Advertising

Due to the strict advertising ban, you should not see pop-up ads, bonus offers, or major promotions on licensed Lithuanian sites. Aggressive marketing is a sign of an unlicensed operator.

Complaints and disputes in Lithuania

  1. 1

    1. Contact the Licensed Operator Directly

The first step is to attempt to resolve the issue with the customer service department of the licensed gambling company. Operators are required to have a formal complaint procedure.

  2. 2

    2. File a Formal Complaint with the Regulator

If the dispute cannot be resolved with the operator, the player can submit a formal complaint to the Gaming Control Authority, which will investigate and mediate.

  3. 3

    3. Legal Action

If the regulator's decision is not satisfactory, the final recourse is to take legal action through the Lithuanian court system.

Common myths about gambling in Lithuania

  • Myth
It's legal to play on any site using a VPN.
    Reality

No penalty on the player is set, but unlicensed sites are illegal: LPT lists and blocks them and, with a court order, stops payments to them, and you have nowhere to complain if you are not paid.

  • Myth
    My gambling winnings are tax-free.
    Reality

Winnings are taxable income that you declare yourself on your annual return; the operator withholds nothing. 15% applies on the first band, and a prize of up to EUR 200 from the same payer, up to 6 times a year, is exempt.

  • Myth
I can gamble online as long as I'm 18.
    Reality

Since 1 November 2025 you must be 21 for casinos, slots, betting and bingo, online and land-based. Only lotteries stay at 18.

Frequently asked questions about gambling in Lithuania

How are gambling winnings taxed in Lithuania?

Winnings are class B income of the player. The licensed operator withholds nothing: you declare them on your annual return and pay the tax yourself. They fall in the general scale, 15% on the first band; a prize of up to EUR 200 from the same payer, up to 6 times a year, is exempt.

What is the legal gambling age in Lithuania?

Since 1 November 2025 you must be 21 for casinos, slots, betting and bingo, online and land-based. Lotteries are the exception: the minimum age for a lottery is 18.

Is it legal to use crypto for gambling in Lithuania?

The law has no express crypto ban, but it provides no crypto route either: stakes on a licensed site come from a payment account in your own name, and winnings go back to the account the stake came from.

Can I use a VPN to access foreign betting sites?

No penalty on a player for playing on an unlicensed site is set in the law. The sites themselves are illegal: LPT lists them, has them blocked and, with a court order, stops payments to them, and you have no licensed operator or regulator to turn to if something goes wrong.
