Gambling in Poland: what you need to know
Before you deposit, check the site on the Ministry of Finance's list of legal operators. Betting and lottery wins of up to PLN 2,280 are tax-free; a larger win is taxed at 10% of the whole amount. Online casino winnings from the licensed State operator are tax-free with no limit. Playing on an unlicensed site is against the law and can cost you a fine equal to your winnings.
What's legal online in Poland: the state monopoly only
Sports betting
Licensed. Private bookmakers can hold a betting permit from the Minister of Finance, and the Ministry's list shows 17 betting entities with online permits. A licensed site must use a Polish .pl web address and show you three messages in its adverts, including that it holds a betting permit. You must be 18 or over.1
Online casino and slots
Only the State company Totalizator Sportowy may run these online, as a State monopoly. No private operator can get a licence for them. Foreign sites, many with Curaçao or Malta licences, run Polish-language pages with zloty accounts and BLIK deposits, and some are on the Ministry's Register of Domains. The Ministry says a Polish-language offer, a high place in search results and a licence from another country do not make a game legal.2
Online poker
Also part of the State monopoly, so only Totalizator Sportowy may offer it online. A private poker site has no Polish licence to rely on.3
Number games and cash lotteries
Run online only by the State monopoly company. Online sales by any other operator are unlicensed.3
Unlicensed sites
Taking part in online games run without a permit is prohibited, and the fine on a player is 100% of the winnings, not reduced by your stake. The State can also have an unlicensed site's domain entered in the Register of Domains, which internet providers must block within 48 hours.2

Tax on winnings: 10%
Betting and lottery wins of up to PLN 2,280 are tax-free; a larger win is taxed at 10% of the whole amount. Online casino winnings from the licensed State operator are tax-free with no limit. A taxed win is not reduced by your stake.

Prominent operators in Poland
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Check for a Polish (.pl) domain
A licensed online operator may use only a website with Poland's .pl domain, named in its permit. A site on .com or another domain is not licensed in Poland.
- Verify the Operator on the Official Government List
The Ministry of Finance publishes a public list of all companies that hold a valid license for online sports betting. Before depositing, cross-reference the brand name with this official source to ensure it is legal.
- A złoty account proves nothing
Offshore casinos run Polish-language sites with złoty accounts and BLIK deposits. Only the Ministry of Finance list tells you whether a site is legal.
- Look for Responsible Gambling Information
Legal operators must display information about the risks of gambling and provide tools for self-limitation. They must also clearly state that gambling is only for individuals aged 18 and over.
- Avoid Online Casinos and Poker (Except for Total Casino)
Any website other than the State-owned Total Casino that offers online slots, roulette or poker to players in Poland is illegal, and the Ministry enters such domains in its public Register of Domains.

Complaints and disputes in Poland
- 1
1. Claim from the operator
Send your claim to the licensed operator first. The rules on how such claims are filed are set by a Ministry of Finance regulation.
- 2
2. Go to court
If the operator rejects it, the next step is a civil court. The Act gives players no complaint procedure to the Ministry of Finance or the tax administration.
Common myths about gambling in Poland
- MythIt's safe to play on any international casino site using a VPN.Reality
This is false and risky. The Ministry of Finance lists unlawful domains in a public register that internet providers must block, and a player on an unlicensed site can be fined 100% of the winnings, whatever licence the site holds abroad.
- MythAll online gambling is illegal in Poland.Reality
This is incorrect. Online sports betting is legal with the 17 companies holding a betting permit on the Ministry of Finance's list, and the State-owned Totalizator Sportowy runs the only legal online casino and poker site, Total Casino.
- MythMy gambling winnings are taxed at 10% of my total profit for the year.Reality
Each win is taxed on its own, not your yearly profit. Betting and lottery wins of up to PLN 2,280 are tax-free; a larger win is taxed at 10% of the whole amount. Online casino winnings from the licensed State operator are tax-free with no limit.
Frequently asked questions about gambling in Poland
Are gambling winnings taxed in Poland?
It depends on the game. Betting and lottery wins of up to PLN 2,280 are tax-free; a larger win is taxed at 10% of the whole amount, with no deduction for your stake. Winnings from online casino games at the licensed State operator, Total Casino, are tax-free with no limit.
Why can't I play at international online casinos in Poland?
Online casino games are a State monopoly: only Totalizator Sportowy's Total Casino may offer them. A licence from another country does not make a site legal in Poland, and the Ministry of Finance enters unlawful sites in its public Register of Domains, which internet providers must block.
Is online poker legal in Poland?
Yes, but only at Total Casino, the State operator. Online poker is part of the State monopoly, so no private poker site can hold a Polish licence.
Can I be fined for playing on an unlicensed site?
Yes. Taking part in online games run without a Polish permit is prohibited. A player can be fined 100% of the winnings, not reduced by the stakes, and taking part in a foreign gambling game in Poland is also a fiscal offence punished by a fine. In 2025 the tax administration brought 54 such cases against players of unlawful online games.
Can I use Bitcoin or other crypto for gambling in Poland?
Not at a licensed site. Polish law does not mention crypto, but licensed operators may take payments only through banks and other payment providers listed in the Payment Services Act, and Total Casino pays out only to your own Polish bank account in złoty.
