Is online gambling legal in Portugal?
Online casino, sports betting, poker and bingo are legal in Portugal on sites licensed by SRIJ, the national regulator; licensed sites use a .pt address. You must be 18 and verify your identity before you can play. Winnings from licensed sites are not taxed. Playing on an unlicensed site is itself an offence, with fines of up to €2,500, and one register lets you exclude yourself from every licensed site.

What's legal online in Portugal: casino, sports betting and poker
Sports betting
Licensed by SRIJ, the Portuguese online gambling regulator, and only for events on the approved list. Each licensed operator runs one website under a .pt domain, and access from Portugal is redirected to it. Your winnings from licensed operators are not taxed.1
Online casino (live casino, table games)
Offered under a games-of-chance licence, and each game type, such as roulette or blackjack, must be authorised on the operator's licence. Live casino is available within the authorised table-game types.1
Online slots
Autoplay is allowed, with a maximum number of plays set by the operator, and you can cancel it at any time. The time you have to take a decision in a game may not be under 3 seconds. The law sets no maximum stake and no maximum jackpot, but the operator must publish its minimum and maximum stakes.2
Online poker
Poker is offered under the games-of-chance licence, in tournament and several cash-game variants. Pooling players with other sites (shared liquidity) is allowed only with SRIJ's authorisation.1
Lottery
Lotteries are the State social games run by Santa Casa da Misericórdia de Lisboa and sit outside the online gambling licence. Their prizes are taxed at 20% on the part above €5,000.3
Unlicensed sites
Playing on a website of an operator not licensed in Portugal is a minor offence, fined up to €2,500 for an individual.1

How to check a site is licensed by the SRIJ
The regulator's register lists 18 online licence holders in Portugal (checked 5 Nov 2026, no change since 21 Oct 2026).

Prominent operators in Portugal
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Check the brand on SRIJ’s register
Every licensed brand, its .pt website, its company and its licences are listed on SRIJ’s Entidades licenciadas page; a site not on it is not licensed.
- Only a .pt address
A licensed operator runs one website under a .pt domain, and all access from Portugal is redirected to it.
- Identity checked before any play
A licensed site verifies your identity, by Cartão de Cidadão, Chave Móvel Digital or a check through SRIJ, before you can play.
- Euros only, no crypto
Licensed sites accept only electronic payment instruments in legal tender in Portugal from authorised providers.

Complaints: the operator first, then the SRIJ
- 1
1. Complain to the operator
Every licensed operator must run accessible complaint mechanisms and publish them on its site as part of its responsible-gambling plan; SRIJ asks players to go to the operator first.
- 2
2. Report to SRIJ
SRIJ receives reports and fines operators for, among others, not paying an announced prize or not transferring a balance on request; it does not itself order repayment.
- 3
3. Consumer arbitration or the courts
Consumer arbitration centres, including CNIACC with residual national competence, or the civil courts.
Common myths about gambling in Portugal
- MythMy winnings from online betting are taxed.Reality
Not from SRIJ-licensed sites: the operator pays the IEJO and stamp duty on prizes does not reach those games. Only Santa Casa State social-game prizes above €5,000 pay 20% on the excess.
- MythSelf-excluding on one site excludes me everywhere.Reality
Only if you use SRIJ’s platform: an exclusion made on an operator’s own site covers that site only.
- MythA licensed site can hold my withdrawal for days.Reality
SRIJ requires the transfer to be ordered within 48 hours of the request unless an exceptional reason is reported to SRIJ beforehand.
Frequently asked questions about gambling in Portugal
Are my gambling winnings taxed in Portugal?
Not from SRIJ-licensed online operators: their income is taxed through the special online gaming tax (IEJO), and stamp duty on prizes does not reach games under a special gambling tax. Prizes of the Santa Casa State social games carry 20% stamp duty on the part above €5,000 (Tabela Geral item 11.4).
Can I use a VPN to reach foreign gambling sites from Portugal?
Operating or promoting online gambling in Portugal without a licence is a crime, SRIJ has notified 2,930 sites for ISP blocking since 2015, and licences from other states are not valid in Portugal. Playing on an unlicensed site is itself a minor offence, fined up to €2,500 for an individual, and an unlicensed site gives no protection.
Is it legal to gamble with cryptocurrencies in Portugal?
No: licensed operators may accept only electronic payment instruments in legal tender in Portugal, from authorised payment service providers that identify the payer.
How do I self-exclude from every licensed site?
Use SRIJ’s self-exclusion platform: since 8 April 2026 an exclusion made there applies to every online operator licensed in Portugal, for at least three months or indefinitely. An exclusion made on one operator’s site covers that site only.

The research behind our Portugal coverage
Counted across every Portugal page, not this page alone.
compiled 19 Oct 2026
Across every Portugal page on this site: players, operators and the licence guide. The research report behind them cites official sources: the law, the regulator, the gazette, the courts and each platform’s own published advertising policy. Page sections not yet rewritten from the report may cite other sources.
Our Deep AI Scan took Portugal through all 201 questions of our regulatory checklist, from 50 official documents, read on 19 Oct 2026. Our research team then traced every figure on this page to the document and sentence that states it. The full research report is now with our compliance team for review.
