Gambling in Missouri: what you need to know
What's legal online in Missouri: sports betting only
Sports betting
You can bet online only with an operator holding a Mobile licence from the Missouri Gaming Commission, and you must be 21 or older and physically in Missouri. A licence covers one brand, and wagers are limited to events in the commission's catalog, which includes esports. On 6 October 2026 the commission listed eight Mobile licences, with DraftKings, FanDuel Sportsbook, Circa Sports and Caesars Sportsbook among those active.1
Fantasy sports
Fantasy sports contests are licensed separately by the Missouri Gaming Commission and are not treated as gambling. To qualify, a contest must be decided predominantly by the accumulated statistics of athletes, and no prize can depend on one team or on one athlete's single performance in one event.2
Online casino, slots and poker
Missouri licenses none of these online. Games of chance are allowed only on excursion gambling boats, and the Gaming Commission has said online casinos are illegal and that it cannot resolve complaints against such sites. A player who knowingly gambles commits a class C misdemeanour, although no prosecution of an offshore-casino player was found.3
Prediction markets on sports
Missouri's Attorney General says sports contracts on platforms such as Kalshi and Polymarket are bets that need a Missouri Gaming Commission licence. In September 2026 he ordered six platforms to stop offering them in Missouri or get licensed. No court has ruled on this in Missouri yet.4
Minimum age: 21
The minimum age on record for gambling in Missouri is 21+. The legal age for casino gambling and sports betting is 21. For the state lottery and charitable games like bingo, the minimum age is 18.
Tax on winnings in Missouri
Gambling winnings are taxed as ordinary income, federally and in Missouri; there is no separate rate. Missouri's top income tax rate is 4.7% for tax year 2025. A sportsbook must withhold 24% federal tax only on a big win: one that is more than $5,000 above the stake and at least 300 times the stake. Missouri withholds 4% only on state lottery prizes of $600 or more.
How to check a site is licensed in Missouri
Always verify a casino holds a valid Missouri Gaming Commission licence before depositing.
Prominent operators in Missouri
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.

Self-exclusion and problem-gambling help in Missouri
- Self-exclusion: 5 years. One list bars you from sports betting at every licensed operator, online and in person ↗
- Take a break: 72 hours to 1 year. You choose the length, and it cannot be shortened once set ↗
- Withdrawals: 5 business days. Once you are verified, unless the operator suspects fraud ↗
- Helpline: 1-888-BETSOFF. The Gaming Commission's problem-gambling line ↗
4.1% of adults in Missouri are estimated to have a gambling problem.
Missouri operates two separate state-run self-exclusion programs. The 'List of Disassociated Persons' is a lifetime self-ban from all riverboat casinos (with a one-time option to petition for removal after five years). The separate 'SEP List' (List of Self-Excluded Persons) covers sports wagering, online and in person, across every licensed sportsbook; it lasts five years from the application and ends automatically unless you ask to stay on for a further five years.
Set your limits before you play. If gambling stops being fun, stop and talk to someone.
Complaints and disputes in Missouri
- 1
1. Contact the Operator Directly
The player submits a complaint under the procedure in the licensee's house rules, which the licensee's app must also offer on its support page. A sports wagering licensee must respond within ten calendar days.
- 2
2. File a Complaint with the MGC
If the issue cannot be resolved with the operator, a player can submit a Sports Wagering complaint to the Missouri Gaming Commission through its online form; submissions may be anonymous. The licensee must tell the patron how to file a written complaint with the Commission.
- 3
3. No Independent Appeal Body
No independent ADR provider or ombudsman is required or provided, so the route ends with the Commission. For fantasy sports complaints the Commission assigns an agent to investigate and sends the player a summary of its findings.
Red flags: how to spot an unlicensed site
- Check the Commission's Contact Link
No rule requires an operator's advertising to show a licence number or a Commission logo. A licensed mobile platform must give the patron the Commission's contact information, including a link to its website, and its support page must give the means to submit a complaint.
- Check the MGC Public Register
The Commission publishes reports of approved sports wagering mobile, retail and supplier licensees, each showing Active or Temporary status, a list of licensed fantasy sports operators, and a lookup for the Self-Excluded Persons (SEP) List. On 6 October 2026 the mobile report listed 8 licences, 4 Active and 4 Temporary.
- Confirm Geolocation Checks
A licensed online operator must use commercially reasonable geolocation and geofencing technology. The platform checks the patron's location before the first wager after login and at least every 30 minutes after that, and must refuse a wager if it detects an attempt to defeat location detection.
- Look for Responsible Gambling Tools
A licensed platform must let a patron set limits on deposits, wagers and time, and suspend the account for a period of 72 hours to one year. It must prominently show compulsive gaming information with a link to the Commission's SEP List application, and before login the app must show how to get help with a gambling problem. The Commission's helpline is 1-888-BETSOFF.
- Use Secure, Familiar Payment Methods
The rules list credit or debit cards, gift cards, verified reloadable prepaid cards, ACH transfers, online and mobile payments through a licensed money transmitter, and wire transfers. Cryptocurrency is not on the list and the Commission declined to add it when it adopted the rule. Wagers are accepted in US currency only.
Common myths about gambling in Missouri
- MythMy winnings aren't taxed unless I get a W-2G form from the sportsbook.Reality

- MythIt's legal to play on offshore casino sites because they accept Missouri players.Reality
False. Missouri has no licence for online casinos. The Gaming Commission has told the public that online casinos are illegal and that it cannot resolve complaints against such sites.
- MythSince sports betting is legal, online poker and slots must be legal too.Reality
False. Online sports wagering is licensed under Article III, section 39(g), and fantasy sports under their own Act. Online casino, poker and bingo have no authorising law: section 39(e) allows games of chance only on excursion gambling boats and floating facilities.
