Is online gambling legal in Bosnia and Herzegovina?
Bosnia and Herzegovina has three separate gambling laws, one each for the Federation of BiH, Republika Srpska and Brčko District, and what you may play online depends on which one licenses the site. Republika Srpska licenses online games, and its official games catalogue includes online slots and roulette; Brčko District allows casino games, betting and slots online. Sites licensed in the Federation may offer only sports betting online.

Gambling in Bosnia and Herzegovina: what you need to know
Three sites run by Federation betting licence holders, sportplus.ba, bet-live.ba and premier-kladionica.com, offered casino, live casino and slot games on 27 October 2026, and no regulator or court has said anything about this. You must be 18. In the Federation, 10% is withheld on each winning over 100 BAM; in Republika Srpska the rate rises in stages from 10% on winnings over 1,000 BAM to 30% on winnings over 100,000 BAM. There is no national self-exclusion register: sites licensed in Republika Srpska or Brčko District must let you exclude yourself for a period you choose, but only from that site, and the Federation's law sets no such duty.
What's legal online in Bosnia and Herzegovina: sports betting
Sports betting
Legal in all three parts of Bosnia and Herzegovina, each under its own licence; there is no state-level regulator. In the Federation of BiH only licensed betting operators with at least 50 payment points, and the state lottery company Lutrija BiH, may take online bets. In Republika Srpska (RS) and Brčko District (BD) the operator holds an internet licence or approval from that entity's own authority. In the Federation the operator takes 5% out of each payment you make, so your stake is the payment less that 5%.1
Online casino and slots
RS and Brčko District license online casino games, and in RS only games listed in the official Catalogue of games may be offered. The Federation gives private operators no online casino approval and bans taking payments for, or organising online, any game not allowed online. Even so, the sites of Federation betting operators showed casino, live casino and slots when read from a Bosnian connection on 27 October 2026, and no statement by the Federation's Ministry of Finance, its Tax Administration, RUIS (the RS games authority) or a court on this appears in the sources we cite.1
Live casino
The same split applies. RS licenses live games only if they are in its Catalogue, Brčko District licenses them under the internet approval, and the Federation gives private operators no approval. Betting sites of Federation approval holders showed live casino tables, including live-dealer roulette, blackjack and baccarat, on 27 October 2026.1
Lottery and bingo
In the Federation the state company Lutrija BiH holds the exclusive right to online classic lottery games and classic bingo, and pays a monthly fee of 10% of online turnover. In RS the lottery company Lutrija Republike Srpska holds them by statute. In Brčko District lottery games run only through the branch of an entity lottery.1
Virtual betting and horse racing
The Federation bans online betting on computer-generated events such as virtual races and virtual bingo, and on recorded races. The one exception is betting on the drawn numbers of lotteries of different countries under Ministry-approved rules. Online horse-race betting is allowed there only on live races. RS licenses virtual betting only for games in its Catalogue. Federation betting sites still showed virtual games on 27 October 2026.2
Poker
None of the three games laws names online poker. Peer-to-peer poker appeared on none of the four betting sites read on 27 October 2026, and a live-dealer Casino Hold'em game appeared on one.1
Sites without a licence
In RS you may not take part in or pay for internet games of an operator without an RS licence, and the Ministry sends banks a list of sites whose payments from RS accounts of private persons may not be executed. RS and Brčko District fine a person KM 2,000 to 6,000 for taking part in foreign games with stakes paid on their territory; the Federation text sets no fine on an adult player. As of 27 October 2026 no decision applying these rules to an online player appears in the sources we cite.3

How to check a site is licensed in Bosnia and Herzegovina
23 licences: 7 FBiH internet approvals and 16 RS internet licences in validity (some groups hold both) in Bosnia and Herzegovina, as of 27 Oct 2026.
Always verify a casino holds a valid FBiH: Federal Ministry of Finance (Federalno ministarstvo finansija) grants approvals, the FBiH Tax Administration (Porezna uprava Federacije BiH) supervises; RS: Ministry of Finance (Ministarstvo finansija) grants licences, with the Republic Administration for Games of Chance (Republička uprava za igre na sreću); Brčko District: Tax Administration (Poreska uprava) licence before depositing. Prominent operators in Bosnia and Herzegovina
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Verify the Land-Based Presence
In the Federation of BiH, only a betting operator approved for at least 50 payment points (betting shops) may take bets online, so a Federation-licensed betting site belongs to a company with shops there. Republika Srpska licenses internet games without requiring shops, so a site with no shops is not necessarily unlicensed: check the operator against the regulators' published lists.
- Check for Local Bank Transactions
Legal operators must process all financial transactions through banks located in Bosnia and Herzegovina. If a site pushes you to use obscure international payment processors or only transacts in cryptocurrency, it is a major red flag.
- Check the operator against the official lists
The Federal Ministry of Finance publishes a quarterly list of licensed operators (the internet column marks online approval), and Republika Srpska's Ministry of Finance publishes its register of internet licences. Brčko District publishes no list.
- Confirm Responsible Gambling Tools
Online operators licensed in Republika Srpska or Brčko District must let you exclude yourself for a period you choose and set daily, weekly and monthly stake limits. The exclusion covers that operator only: there is no national register, and the Federation of BiH law sets no such duty.

Complaints and disputes in Bosnia and Herzegovina
- 1
1. Direct Complaint to the Operator
The first step for any dispute regarding payouts, bet settlement, or account issues is to contact the customer service department of the licensed operator directly. Operators are required to have procedures for handling player complaints.
- 2
2. Escalate to the Entity Regulator
If the operator fails to resolve the issue, the player can file a complaint with the relevant regulatory body: the FBiH Tax Administration/Ministry of Finance, the RS Republic Administration for Games of Chance or the Brčko District Tax Administration. However, these bodies do not have a formal, public-facing ADR service.

3. Legal Action
The final recourse is to pursue a claim through the Bosnian court system. This is often a costly and time-consuming process that may not be practical for smaller disputes.
Common myths about gambling in Bosnia and Herzegovina
- MythAll my gambling winnings are tax-free.Reality
This is false. In the Federation of BiH, winnings over 100 BAM are taxed at 10%. In Republika Srpska, the rate depends on the size of each winning: 10% over 1,000 BAM, rising in tiers to 30% over 100,000 BAM. In Brčko District, the part of a lottery winning above 100 BAM is taxed at 10% and casino winnings at 25%. The operator is required to withhold this tax.
- MythIt's legal to play on any international betting site using a VPN.Reality
It is illegal for unlicensed foreign operators to offer services in BIH. While individual players are not the primary target of enforcement, playing on these sites carries risk and offers no local consumer protection if a dispute arises.
- MythThe rules are the same everywhere in Bosnia and Herzegovina.Reality
The country has three separate gambling laws and regulators: the Federation of BiH, Republika Srpska and Brčko District. Tax rates, licensing rules and player protections differ between them.
Frequently asked questions about gambling in Bosnia and Herzegovina
How are gambling winnings taxed in Bosnia and Herzegovina?
Taxation on winnings differs by entity, and the operator withholds the tax before payout. In the Federation of BiH (FBiH), 10% is withheld on each winning over 100 BAM. In Republika Srpska (RS), the rate depends on the size of the single winning: 10% on winnings over 1,000 BAM up to 10,000 BAM, 15% up to 50,000 BAM, 20% up to 100,000 BAM, and 30% above 100,000 BAM. In Brčko District, lottery winnings are taxed at 10% and casino winnings at 25%.
What is the main requirement for an online gambling license in BIH?
It depends on the entity. In the Federation of BiH, online betting needs a special internet approval from the Federal Ministry of Finance, which only a betting operator already approved for at least 50 payment points can get, with its server in the Federation; it covers betting only. In Republika Srpska, the Ministry of Finance grants an internet-games licence to a company seated in RS with its equipment and data there, against a one-off fee of KM 300,000 and minimum capital of KM 1,000,000; no betting shops are required. In Brčko District, the internet approval is added to the approval for the underlying casino, betting or slot game.
Is it legal to gamble with cryptocurrency in Bosnia and Herzegovina?
Cryptocurrency is not mentioned in any of the three games laws or their rulebooks. The payment routes they set out are bank, card and electronic-money payments; in Republika Srpska electronic payment covers electronic or digital money and e-wallets, and an intermediary in such payments needs the approval of the Ministry of Finance.
How can I file a complaint against a gambling operator?
Start with the licensed operator. None of the three games laws, in the Federation of BiH, Republika Srpska or Brčko District, sets up an independent dispute-resolution body for players; a dispute the operator does not settle goes to the courts.
