Prominent operators in Croatia
If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.
Red flags: how to spot an unlicensed site
- Check the web address on the Tax Administration's list
The Tax Administration publishes the operators the Ministry of Finance has approved for online play, each with its web address (12 on 12 October 2026). A site not on the list is not approved.
- Look for the approval reference
A licensed site's home page must link to a page with the company name and seat, the Ministry's approval reference (klasa and urudžbeni broj), the game rules, the under-18 notice and an addiction warning.
- Licensed sites check the national exclusion register
Licensed operators must check the Register of Excluded Players kept by the Croatian Institute of Public Health and keep excluded players out.
- Payouts go only to your registered account
Licensed operators may pay winnings only to the account you registered with them, and must use an account opened in Croatia for player transactions.
- Watch for celebrity and influencer ads
Since 1 January 2026 famous persons and social-network content creators may not appear in or promote gambling ads, so such an ad breaks Croatian law.
