Online gambling is legal in Romania on sites licensed by ONJN, the national gambling office, and playing on an unlicensed site is fined 5,000 to 10,000 lei. You must be 18, and you have 30 days to verify your identity (up to €200 can be deposited before that). Tax is withheld when you withdraw: 4% on the first 10,000 lei, 20% up to 66,750 lei and 40% above, but casino-game, poker-club and slot winnings are tax-free up to 66,750 lei a payout. ONJN’s national self-exclusion register covers land-based venues; online you exclude yourself with each site.

Tax on winnings: taxable

Tax is withheld when you withdraw: 4% to 40% on a ladder. Casino-game, poker-club and slot winnings are tax-free up to 66,750 lei a payout; sports bets are taxed from the first leu.

The operator withholds the tax as a final tax on each gross payment and remits it by the 25th of the next month. Scale: 4% up to 10,000 lei; 400 lei + 20% of the excess up to 66,750 lei; 11,750 lei + 40% above. Winnings from casino games, poker clubs, slot machines and scratch cards are non-taxable up to 66,750 lei a payout, and above it 11,750 lei is taken off the scale result; sports-betting winnings are taxed from the first leu. For online play the tax falls when money moves from the game account to a bank account, not when you win. The 4% band applies to income paid from 1 August 2025 (3% before).

If a site isn't on the regulator's licensee register, ask the regulator before you play: an unlisted site is usually not licensed here (a register can lag behind a new licence). An unlicensed site is outside the regulator's supervision, so you cannot complain to the regulator about it.

Red flags: how to spot an unlicensed site

  • Check the Class I register

ONJN lists the 28 licensed operators and their 92 domains.

  • Licence number and ONJN logo

Licensed advertising must show the 18+ symbol, the licence series and number and the ONJN logo.

  • Not on the blacklist

ONJN’s lista neagră names the sites internet providers must block; playing on one is fined.

  • Verify within 30 days

A licensed site lets you deposit up to €200 before your identity is verified, and pays out only after.

  • Money back to your own account

Winnings return only to the account the deposit came from, through an ONJN-licensed payment processor.
