Until the Council of Ministers decides that SQMO is implemented and taxation on its basis starts (art. 71(7) of Law 155/2015), the transitional charge of 25% of the profit from the game, with monthly minimums, continues to be calculated and paid. No such decision was found, and no instrument says whether the first online sports-betting licensee pays that charge or the 15% of gross gaming revenue in art. 52(3). The AMLF contribution waits on the same step: 3% of gross gaming revenue once SQMO is implemented, until then 0.5% of annual turnover, at least 2,000,000 lek a year for online sports betting.

Law 18/2024 and VKM 194/2026 provide for a competition for no more than 10 online sports-betting licences, but on the AMLF pages read on 8 October 2026 it had not been opened: AMLF says it has not yet licensed any entity, and no competition notice appears. The Licensing Commission decides to open it; AMLF then publishes the notice within 7 days, and applications are due 45 calendar days from the date the notice sets.

Law change: laws, regulations and regulator decisions that have been adopted (2 in 1 country). Proposed: drafts and consultations on the way (0 in 0 countries). Each item links to the official document and to the country page.
Our daily watch reads the official publishers we follow; a change is listed once it has been checked against the official document, by a person or, where marked, by our automated check. A change can be confirmed in the official text but not yet in our report: the research report and the answers on the country page are rewritten in the next research pass.
Dates are the official dates, not the day we found the change or the decision. Informational only, not legal advice. Every country's full rules are on its page; start from the country list.
